Description
This notice is posted as an intent to award contract for commercial items. The items required under this contract will be deemed brand name in nature in accordance with Federal Acquisition Regulation (FAR) 52.211-6 - Brand Name or Equal. This notic e is not a request for competitive quotations, but a notice of the Governments intent to procure the following items: QR4-ICX-B - ICX Module for QRadar: Quantity required--1 each, QR4-ICX-B-M - Standard Maintenance for ICX-B: Quantity required--1 each, Q rR-2102-NSM-M - All-in-1 Application with50 Mbps Qflow Collector Max Flows/Sec=50,000 Max EPS=5--includes Support for 100 Devices and 12 Users: Quantity required--1 each, QR-2102-NSM-M - Standard Maintenance for QR-2102-NSM: Quantity required--1 each, QR-2 102-OR - Offense Resolution Module for 2102 Offense Resolution/resolver for 2102 includes support for 3 Resolvers: Quantity required--1 each, QR-2102-OR-M - Standard Maintenance for QR-2102-OR: Quantity required--1 each, QR-PS-1 - Qradar Professional Servi ces for one year Quantity required--1 each. JUSTIFCATION FOR INSCOMs PROCUREMENT OF BRAND NAME OR EQUAL items listed above: a. Functionality: 1st IO Cmd requires the procurement of an additional QRadar flow collector, ICX Module and maintenance for 1ST IO Cmd NIPRNET. 1ST IO Cmd also requires the procurement of QRadar Software for its Command and Control Network, SIPRNET. b. Hardware: The hardware specifications in the purchase request cannot be altered, changed or substituted. c. Maintenance: Without the purchase and continued maintenance of these licenses the ability to monitor critical network activity will be degraded and security to 1ST IO Cmds networks will be adversely affected. d. Compatibility: QRadar is an anomaly built software and is used for network monitoring. QRadar is able to detect non-signature based network activity that other network monitoring software cant detect. QRadar has become a great asset on NIPRNET and the 1ST IO Cmd now wants to leverage that same asset on SIPRNET. e. The software specifications in the purchase request cannot be altered, changed or substituted. This requirement is 100% set-aside for 8(a) certified Small Businesses. The North American Industry Classification System (NAICS) code for this requirement is 423430 and is associated with the small business size standard of 100 employees.
