- Answers to questions received at the September 11th site visit follow: 1. In the back room (which is the future project) are we to install cable for that planned equipment? Yes, cable will be installed for four media display units, also programming for a control panel for the back room. 2. Does the government have a microphone requirement in the front room? No, refer to question 14 3. Does the government plan on installing a back-up generator to the building? If so a building UPS is normally part of that configuration, then it would be an overkill to install UPS in the equipment racks. The generator from Bldg 299 is to be moved to Bldg 91 at the expense of the government. There will not be a requirement for UPS. 4. Does the government want the contactor to provide installed projection screens? If so, what size? Yes, this item is revised in the Statement of Work (SOW). 5. Does the government plan on installing 4? conduits for the video cable from the rack location to the following locations; plasma?s, projectors, risers and to the back room locations? No, this will be the responsibility of the contractor/vendor. 6. Does the government plan on installing a drop ceiling in the front to provide sufficient lighting requirement for the riser location and also it would allow for a cleaner appearance and ease of projector and speaker installation? No 7. Is the government going to provide EOC building drawings? Drawings are available but accuracy is not assured. 8. It says 5 smart technology capabilities. Is this 5 wall mounted smart boards and will they be used as the screens for the projectors They will not be wall mounted they will be 5 Smart Panel Interactive Pen Displays meeting the following: - Drivers must be NMCI compatible. - 17? screen - Software compatible with NMCI 9. In one place on the SOW it says 4 ? 50 inch plasma?s and 4 LCD projectors and in another place it says 6 plasmas and 6 projectors. Can they clarify which is which and if they have 6 projectors, what about screens or will the smart boards be the screens. If it is 6, we will need one additional screen or smart board (4) four, 50? Professional Grade Plasma Screens meeting the following; - Screen Size: 50? - HDTV - Audio = Stereo - Aspect Ratio: 16:9 - Display resolution: 1366 x 768 - Installation and mounting hardware required of each with ability to lock equipment in place. (4) four LCD projectors with quad view capabilities meeting the following: - Brightness no less than 3500 ANSI Lumens - Input compatibility ranges from analog and digital RGB data up to SXGA resolution and video sources from composite through 1080i HDTV with a digital DVI connection - Contrast ratio: minimum 900:1 - Installation and mounting hardware required of each. 10. When is the due date for bids? September 25, 2006 11. Will there be any detail provided on the desired lay-out of the video display wall? Yes 12. The four-hour required response time stipulation being imposed works in favor or interested A/V contractors who are located in closer geographic proximity. Would a more reasonable response window be considered? It was mentioned there will be a back-up EOC should an event arise. It is essential that a 4 hour maximum response time be mandated should the system fail in a real world scenario. Once the generator at the backup EOC is moved to the new EOC facility ? the backup EOC will be limited in scope, abilities and practicality. The four hour maximum response time requirement is not practical to be waived. 13. Could the VTC configuration be clarified? Are there two discrete systems being described? ? (1) installed Tandberg 6000 system and (1) portable? Please provide more detail? The contractor/vendor is bidding for this particular segment, to provide (1) installed Tandberg 6000 with the capabilities to interface with a portable system at a later date. 14. How many microphone inputs are desired for the VTC and where? Seating for EOC participants will be configured with 2 rows with nine desks for 18 work stations (desks and work stations to be provided by the government). The vendor will provide 1 microphone for every three desks/work stations. A total of 3 microphones for the project. VTC will also go through the AV system 15. Where will the cameras be located? The government will require of the contractor/vendor one VTC camera that has the ability to auto-focus and be voice activated. 16. Will audio inputs be required from all of the laptop computer inputs (and will they be laptops)? Yes audio inputs will be required from all laptop computers. They will all be laptop computers. 17. Will the system require any UPS backup as part of the scope of work? No. 18. Is a power sequencing system to be included? No. 19. Will the video screens be fixed wall-mounted or retractable electric or manual? The screens will manually operated and retractable. 20. Are wireless Crestron Touchpanels permissible? Should control data only be transmitted? Yes, one wireless and one hardwired (backup) system for the front room and one wireless system for the back room. No hardwired system for the back room. 21. Please clarify the number of inputs and outputs required for present and future function from the matrix switcher. The number of inputs/outputs for this project is 18 for the front room. Also factored into this project/bid the government requires the contractor/vendor to provide wiring xxxx for an additional 12 inputs/outs for the back room. The government requires the vendor/contractor to provide a 64x64 matrix switcher. 22. Is audio to be distributed from the 18 laptops in the EOC or only video? Please see answer to question #16. 23. Tandberg road traveler ? what is the connectivity to the EOC, will there be a receiver with IP out or raw audio and video? The dish housing contains a 1.2 Meter KU band dish which on activation auto deploys and locks onto the satellite signal using its inbuilt GPS system. The base system includes all required components for complete system operation and IP transmission of bandwidths up to 768 Kbps uplink and 5 Mbps downlink, depending upon network service package purchased. System options include 802.11B/G wireless access to allow use of wireless laptop computers on site utilizing the same bandwidth. The system will also support customer supplied IP telephony (VOIP). The video element of the system is based on the Tandberg 3000 MXP codec, and includes an integral 10? color monitor, personal camera and audio system with mic/headset as standard. The video element of the system will support multiple external cameras as well as direct PC connectivity. 24. What is the breakdown of 10 additional inputs for expansion ? audio, Video, S-Video, Composite etc? That has yet to be determined. 25. How many microphone inputs and their locations? Please see question #14. 26. Will there be a requirement for a lectern? If so will it require a media control device? No. 27. What is the total number of plasmas and LCD projectors, the SOW states 4 and 4 on page 2 and 6 and 6 on the next page? The contractor/vendor will be required to provide (4) four, plasma screens, (4) four LCD projectors and (4) four LCD screens. 28. What is the aspect ratio for the LCD projection screens? The aspect ratio for the LCD projectors is (4x3). The LCD screen dimensions are 100? diagonally. 29. Do the cameras need to be controlled remotely for the VTC? Yes, the single camera that will be provided by the contractor/vendor will need to be controlled remotely. 30. Network connectivity for the secure VTC ? who will be the accreditation entity? The VTC will not be secure. 31. Will there be lighting control from the touch panels? No. 32. Will there be a requirement that allows the commander to monitor the media from a remote room? No. 33. Will the vendor be allowed to cut holes to mount network interface boxes in the desks of the EOC or does the government desire surface mounted boxes? Yes. 34. Will the EOC require a radio interface? This will allow the EOC to listen to and or transmit on the emergency command nets. If so how many radio nets and how many positions capable of transmitting? No. 35. Is there a requirement to record audio in the EOC? This capability would time-stamp and record all audio for future viewing and training? Yes. 36. Uninterruptible power supply ? will all of the equipment to include the presentation devices be required to have UPS? a. Is so, for what period of time should the UPS be expected to supply power? b. Will the government wire the UPS to the rack, equipment, laptop positions and wall outlets for the plasma and LCD projectors? There will not be a requirement for UPS. 37. Will the raised flooring be required to have noise dampening built in to reduce distracting noises produced by movement The raised floor concept has been modified to it now being a false floor with dimensions of xxxxx 38. What will be the composition of the covering material for the raised floor, carpet, linoleum etc? The false floor will be in accordance with OSHA Standard Number 1910.24 (Walking-working Surfaces). The floor will be constructed of structurally sound material with ?? plywood covering the top. The entire floor to include the sides will be carpeted. 39. Will the desks in the EOC have flip panels for the computer LCD screens? This will allow for unobstructed viewing of the media wall? No. 40. Will the government allow the vendor to have connectivity to the media network for troubleshooting? This could be accomplished via the internet, VPN or even dialup modems. This would greatly enhance response time during a failure and might even allow for resolution of the failure without dispatching a technician. No. 41. Will there be a maintenance contract for emergency repair? What are the response criteria and the period of performance? The government requests that in the vendor?s proposal it automatically include a warranty and service contract for one year. Xxxxxx The four hour response time is to be physically on site. The government requests that estimates be included in the proposal for maintenance contracts extending past the automatic one year included in this bid. Those estimates are to include extensions of 1, 3, and 5 years. 42. Which room will be using the video teleconference; and should it be integrated into the Emergency Operations Center? The main room of the EOC. Yes it should be integrated into the EOC. 43. What is the classification level of the VTC? Unclassified 44. What is the classification level of the display system; and will it require proper audio/video isolation if used in mixed classified non-classified presentations? Unclassified 45. If the VTC is used in both classified and non-classified modes, do you require a switched network or a manually patched network? The VTC will be used only in non-classified modes. 46. Can surface mount speakers be used since the ceiling is spline-construction, or will the government be replacing this with acoustic tile ceiling? Surface mount speakers are required of the vendor. The government will not replace the existing acoustic tile ceiling. 47. Will the quote need to include construction of the three tier floor, and if so can the government supply drawing and requirements? The requirement for a 3 tiered floor has been replaced with a ?single step? per se, false floor. 48. If the VTC is not integrated in the EOC, will you need separate video displays and sound system? The VTC will be integrated in the EOC via unclassified means as such separate video displays and a sound system will not be required. 49. Can we have more input regarding the warranty requirement? What is the length of service contract? Do you need 24/7 help desk support? Is the four-hour response time to be on site? The government requests that in the vendor?s proposal it automatically include a warranty and service contract for one year. Xxxxxx The four hour response time is to be physically on site. The government requests that estimates be included in the proposal for maintenance contracts extending past the automatic one year included in this bid. Those estimates are to include extensions of 1, 3, and 5 years. 50. What options are required for the Tandberg 6000MXP? (Multi-site, Bandwidth, Natural Presenter Package.) Tandberg 6000 VTC (portable ? Tandberg provided monitor not required) with a single camera having the ability to operate at and capture wide angles, operate via remote control, operate via multi-sites, and posses Natural Presenter Package attributes. 51. What are the microphone requirements for VTC? Table or ceiling mounted? What is the quantity of microphones needed? Please see question #14. 52. Is an alternate location available for the equipment racks? This room is too small and requires additional air-conditioning. The room housing the equipment racks will be expanded in order to house 3, 19? racks. The vendor is requested/required to supply thermal specifications for the installed equipment/racks in order for the government to determine cooling requirements for the wiring closet.
