- NASA/NSSC has a requirement for a Global Enterprise License which includes a one-time conversation of all individual NASA Center contracts to an Agency Enterprise License Structure to cover 59,093 NASA Community (Civil Service employees and Contractor employees) plus public users, maintenance for the period October 1, 2006 through December 31, 2007 to cover 59,093 NASA Community (Civil Service employees and Contractor employees) plus public users, and annual renewal of the premium support and maintenance agreement for the periods January 1, 2008 through December 31, 2008 and January 1, 2009 through December 31, 2009. NASA/NSSC intends to purchase the Global Enterprise License and support and maintenance from Digital Consulting and Software Services (DCSS), FileNet's authorized representative/partner for FileNet Forms Manager Software, pursuant to FAR 6.302-1, which implements 10 U.S.C. 2304(c)(1), ?Competition Requirements?, the statutory authority, for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. The reasons only one source will be solicited are: 1. By expanding the Agency license base using FileNet Forms Manager, NASA will be adhering to an existing Agency interoperability standard for intelligent forms as identified in NASA-STD 2809, "NASA intelligent Electronic Forms." For true Agency interoperability, FileNet Forms Manager is the only solution. 2. All NASA Centers have implemented FileNet Forms Manager as their standard except NSSC and JPL, which are in the process of evaluating forms software. 3. The newly created Contract Management Module (CMM) in the Integrated Enterprise Management (IEM) system requires FileNet Forms Manager as part of the Agency IEM process to view FileNet forms used in the Agency Procurement process. 4. The NASA Automated Award System (NAAS) project has cited Forms Manager as a key element in upgrading future capabilities. 5. SATERN and several other Agency-Wide services cite Forms Manager as part of the upgrade strategy to allow access to United States Citizens and students as NASA moves in-line with the OMB mandated e-Enablement under the Federal Enterprise Architecture (FEA). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:30 a.m. local time on September 25, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
