Description
Contracting Office: Missile Defense Agency, (MDA), Contracts Directorate; 7100 Defense Pentagon, Washington, DC, 20301-7100 Description: The Missile Defense Agency (MDA) is seeking potential sources to provide nationwide marketing and recruiting services for a variety of professional science, engineering, and business disciplines. MDA is looking for support from an organization that is both knowledgeable of the Department of Defense (DoD) and the federal personnel management hiring process, and is experienced with implementing recruitment programs for attracting qualified applicants. Background: The Missile Defense Agency is a separate agency of the DoD under the direction, authority, and control of the Under Secretary of Defense (Acquisition, Technology and Logistics). The Agency manages, directs, and executes the ballistic missile defense program with the following mission: define, develop and acquire BMD architectures with the systems, subsystems, and components needed to defend the U.S., deployed forces, allies, and friends; employ an integrated system that layers defenses to intercept missiles in all phases of their flight (i.e., boost, midcourse, and terminal) against all ranges of threats; and enable the Military Services to field elements of the overall Ballistic Missile Defense System (BMDS) as soon as practicable. To achieve this mission, the Agency is developing and testing technologies, using prototype and test assets to provide early capability, and improving the effectiveness of our deployed capabilities by inserting new technologies as they become available or when the threat warrants an accelerated capability. Requirements: As a result of this technologically challenging national defense mission, the Agency has an immediate and continuous need for a variety of professional disciplines. Accordingly, MDA needs to recruit nationwide for qualified applicants in the following occupational job series: ?X General Engineering and related sub-specialties ?X Accounting, Budgeting, and Business Management Specialists ?X Physical Scientists and related sub-specialties ?X Information Management and Technology Specialists ?X Contract Management and Procurement Specialists ?X Program Managers ?X Logistics Management Specialists ?X Program and Management Analysts MDA has open and continuous needs for employees interested in the following types of positions: ?X Temporary/part-time employment ?X Internships (available in all professional series) ?X Mid-level staff (with undergraduate training and less than 10 years experience) ?X Senior-level staff (with graduate training and more than 10 years experience) Communicating the Agency??s current and future employment needs requires a comprehensive and substantial recruitment program that uses a full spectrum of services to identify potential markets, target audiences, and disseminate information and employment opportunities. The scope of this program effort should include: ?X Marketing Research?Xcoordinate, schedule, and facilitate focus groups; conduct interviews; and assess current print and multimedia materials and program strategies. ?X Communications Planning?Xdevelop contemporary communication goals, objectives, and strategies for all target audiences and customers; monitor, measure and evaluate the communication plans and programs?? effectiveness. ?X Advertising?Xprepare plans; develop budget recommendations, negotiate costs; identify and execute ad placements; assess pre-and post-buy effectiveness; monitor print, radio, television, Internet, or other mass media commercials, announcements, banners, or related electronically disseminated information. ?X Print and Multimedia Materials?Xdevelop, draft, and publish brochures, posters, direct mail, and electronic mail messages or announcements. ?X Public Relations?Xevaluate overall program effectiveness and strategies and reinforce, adjust, or clarify information and message through media planning, developing and producing press kits and news releases, and publishing articles in appropriate professional journals, newspapers, Web sites, or other sources. ?X Event Planning?XIdentify best value trade shows, exhibitions and conferences; manage, facilitate, and provide logistics support for attending job fairs, college recruitment activities, and international and national special events. Procedures: MDA intends to use the Basic Support Services Program (BSSP) for GSA ordering procedures to acquire the services described in this notice. See Notices to MDA Contractors, Basic Support Services Program (BSSP), Current Procurement Opportunities: http://www.mda.mil/barbb/barbb.htm The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541612; small business size standard is $6.5 Million. All small business respondents shall confirm that their size status is small according to their applicable GSA FSS schedule. Only interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotation (RFQ) package, on or about 29 Sep 06, with offers due approximately two (2) weeks later. The resulting order is anticipated to be a hybrid, consisting of a Firm-Fixed Price contract line items (CLIN) for labor, a Time and Materials CLIN for quick reaction special studies surge requirements and a Cost CLIN for Other Direct Costs. If awarded to a large business, MDA will negotiate a Small Business Subcontracting Plan with goals for the utilization of small businesses as part of the resulting task order award. Interested GSA schedule holders are invited to submit to the contracting office as early as possible, but not later than 21 Sep 06 by 4 pm EST, a three (3)-page maximum Capability Statement summarizing corporate knowledge and experience in relation to the following criteria: (1) Evidence of the ability to provide services (in whole or in part) similar in scope and complexity to the above requirements; (2) Past performance information demonstrating relevant past experience in any or all of the functional task areas referenced above within the past five years; (3) Identify contracts with total dollar values over $1 million within the past five years, by describing relevant services performed, dollar value, contract number, point of contact with telephone number, and whether prime or subcontractor on the referenced contract(s); (4) Gross annual receipts for the past three years; and (5) Identify small business category and/or socio-economic group. If planning to team or subcontract, identify the firm(s), size status and corresponding GSA schedule(s). Segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact (POC) within your firm, including their respective telephone numbers and email addresses. All information must be contained within the capability statement page limit. Responses must be provided electronically to the POCs listed below. MDA will acknowledge receipt of Capability Statement submissions via return e-mail. Acceptable sources must hold a GSA schedule, qualify under the applicable NAICS code, and be able to provide personnel with a SECRET clearance on task order start date. For those parties not placed on the short list for receiving the RFQ package (in accordance with Agency procedures at http://www.mda.mil/barbb/downloads/execsum2.doc) please indicate in your Capability Statement whether or not you would like your firm??s name/POC to be supplied as a potential source for subcontracting opportunities to those firms selected for the short list.
