Description
i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a Brand Name or Equal purchase (Ref. FAR 52.211-6) - Technical literature must be submitted for products offered for the government to perform a technical evaluation. No further request will be made to obtain required literature and failure to submit may result in your offer being eliminated from award consideration. (ii)This Solicitation H9126862280001- is a Request for Quotation. (iii)This Solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-12, effective August 04, 2006. (iv) The proposed procurement is a 100% Small Business Set-Aside. Only proposals received from responsible small businesses will be considered. The NAICS code is 337215, Small Business Size Standard of 500 employees. (v) CLIN 0001 ? Purchase and Install New Lektriever. Quantity ? Two (2) each. CLIN 0002 ? Dismantle and Remove Two (2) Old Lektriever. Quantity ? 1 lot. 1.0. Introduction/Background ? The Automated Document Control (ADC) Branch of the Correspondence Control Division within the Executive Services Directorate (ESD) of the Washington Headquarters Services provides comprehensive administrative management and graphics services and executes federally mandated and regulatory programs, including Freedom of Information Act, Security Review, Privacy Act, Records Management, Directives and other DoD Issuances, Forms Management, Declassification Review, and Information Collection. The ADC Branch collects and digitally preserves nonrecord, reference, chronicle of tenure material and preserves information as records, paper files and electronically documenting the transaction of Government business; process Freedom of Information Act requests for official documents; manages and operates an automated document control system for recording and tracking suspense actions and producing correspondence reports; manages and operates an automated document control system to file, track, search and retrieve correspondence. The ADC will use the two electrically driven vertical, carousel filing systems (commonly referred to as ?Lektriever?) for secure storage, daily filing, and research and retrieval actions of official documents. 2.0. Scope of Work ? 2.1. Lektriever Dismantle and Removal: Contractor shall provide all labor, materials, equipment, transportation and supervision necessary to dismantle and remove of two Kardex Lektriever-type filing systems each with 16 carriages (filing shelves). Both Kardex Lektriever-type filing systems are in room 3E1016 in the Pentagon. Room 3E1016 is a ?swing space? office as ADC waits to move to a renovated area. Once removed, these filing systems will not be used by ESD. Both Kardex Lektriever-type filing systems are 8.5 feet wide, 5 feet deep (with extended work counter), and 9.3 feet high. Date for dismantling and removal of both Kardex Lektriever-type filing systems is based on a date which will coincide with the completion of the renovated space and the scheduled move date for ESD. As of now, there is only a 60-day window, January 1st through February 29th, 2007, when the renovated space will be ready for occupancy. Vendor will be notified of ESD?s move date at least two weeks prior to the move date. The dismantling and removal shall be complete within five days following the move date. The final dismantling and removal date will be coordinated with Mr. Larry Horner, ESD, (703) 692-5475, larry.horner@whs.mil and as approved by the Contracting Officer. Vendor is responsible for dismantling both Kardex Lektriever-type filing systems, removing them from the Pentagon reservation and disposing of them. Files currently in the Lektrievers will be removed by government employees prior to dismantling. All records require a secure storage space. ADC employees will move the records from both Kardex Lektriever-type filing systems in 3E1016 to the new Lektriever-type filing systems in room 3C843. Work shall be performed during normal duty hours which are Monday through Friday from 6:30a.m. to 6:00p.m. Hand dollies and carts can be used to transport tools, equipment, and materials. Battery powered vehicles are permitted in the swing space area but are limited by hallway width; the smallest width is four feet. Existing Pentagon doorways, hallways and elevators can accommodate the movement of a disassembled Kardex Lektriever-type filing system. 2.2. Purchase of Two Electrically Driven Vertical Carousel Filing System: Request the purchase of two new vertical carousel (Lektriever-style) filing systems to be installed in room 3C843. This is a brand name or equal purchase. The product must meet these salient characteristics to be acceptable for award: Both new vertical carousel (Lektriever-type) filing systems are to be: 8.5 feet wide; 4 feet deep (it will be 5 feet deep with the one foot work counter extended); and 8 feet high; Both new vertical carousel (Lektriever-type) filing systems must have a front mounted, retractable work counter that when extended is one foot deep, approximately 7.5 feet wide, and is of a height from the floor (approximately 39 inches) designed for a person to stand at the work counter and process files; Electrically powered; 11 inch Pitch Unit; With Media Size to be Legal -- 8.5 inches by 14 inches; Mode of Filing to be lateral; Filing Capacity per carrier (shelf) is to be 88.1 LFI (linear filing inches) of filing space; Unit Capacity with 14 carriers (shelves) is to be 1235 LFI (linear filing inches) of filing space; Each unit to include installation of a Movable Posting Board and Security Door; Overhead task light; Emergency stop device for carrier movement; Front hand crank to circumvent power failure; Photocell device to prevent movement if the carriers are obstructed; No fire suppression within the filing system is required; Units must be installed and ready for use before tenants occupy new renovated space. Date for installation of the new filing systems is based on a date which will coincide with the completion of the renovated space and the scheduled move date for ESD. As of now, there is only a 60-day window, January 1st through February 29th, 2007, when the renovated space will be ready for occupancy. Vendor will be notified of ESD?s move date at least two weeks prior to the scheduled move date. Both filing systems must be installed and in full operation no less than two business days prior to the scheduled move date. The final delivery and installation date will be coordinated with Mr. Larry Horner, ESD, 703-692-5475, larry.horner@whs.mil and as approved by the Contracting Officer. A copy of the approved design showing where the Lektrievers are to be installed in the renovated space, Room 3C843, will be faxed upon the offerors request. 3.0 Delivery and Installation: All deliveries must be pre-arranged. Please contact 703.614.1312 at least 48 hours in advance to ensure access to a secure delivery facility (Pentagon). Failure to pre-arrange can result in denied access to the site. Delivery of materials via the Pentagon Remote Delivery Facility is required. The address for the Remote Delivery Facility location is: 100 Washington Blvd., Attn: Margo Lynch, Arlington, VA., 22201. Corporate vehicles making a delivery to the site or picking up material from the site need only exhibit an invoice or bill of lading as proof of their purpose. In addition to having an invoice or bill of lading, the operator of the vehicle must be in possession of a valid driver?s license. Absence of a valid driver?s license will result in the operator and vehicle being expelled from the reservation. Installation is defined as inside delivery, set-up, removal, and disposal of all packing material and trash. Item shall be shipped directly to the installer and the vendor?s project manager may contact the government?s installation representative to arrange a date and time for installation. The Contractor shall only access the site the minimum number of times absolutely necessary and by the minimum number of personnel required to complete this requirement. 3.1. As such, Contractor personnel will need to either possess or obtain necessary badge or other ID to gain access, or coordinate escorts required to gain access to the Government site with the Government site representative.
