- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is request for quote, No. RFQ06000039. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-11 effective on July 28, 2006. A SITE VISIT IS PLANNED FOR 19 SEP 06 AT 9 AM. Drawings of the current installation and Department of Labor Wage Determination are available on the Federal Communications Commission web site at http://www.fcc.gov/omd/contracts/pre-award/. Vendors should indicate in their quote if the items quoted are available on their GSA Schedule Contract. Quotes are to be submitted by e-mail to mark.crawford@fcc.gov. Line Item: 0001 Quantity: 1 Unit: lot Description: Specifications for Replacement of FCC/OET Laboratory Roof Top HVAC The Heating, Ventilation and Air Conditioning (HVAC) at the FCC/OET Laboratory in Columbia, MD is maintained by three roof top HVAC units manufactured by Mammoth Inc. which were installed in 1988. The units operate as a dual duct system. The Laboratory seeks to replace the existing units with new energy efficient rooftop units. Minimum specifications for replacement units are described below. The prospective vendors shall present quotes that meet the minimum specifications, present documentation of energy efficiency including information about the proposed energy management system, describe how their proposed system will integrate with the current available facilities (ducting, humidifiers, etc.), and document anticipated energy costs over the next ten years. Documentation of anticipated energy costs will be considered in awarding of the contract. Specifications for Unit #1: Condensing unit: One compressor with a 35 ton capacity. Total CFM 18,400. Fused disconnect. Solid state discharge temperature controller, staged cooling with economizer. 5 step electric heat sequencer. Electro-mechanical discharge controller for electric heat. Night setback thermostat and relay. Automatic night setback monitoring panel-including on/off switch, occupied/auto switch, and 3 lights (fan on, cool fail and serviced filter). EMS (Energy Management System) interface. EMS to energize unit and function as time clock for night setback. 3 smoke detectors, 1 for return and 1 for each duct. System must be adaptable with existing humidifier system. Specifications for Unit # 2 and #3 Condensing unit: One each compressor with 15 ton capacity and one each compressor with 10 ton capacity. Total CFM 18,800. Fused disconnect. Solid state discharge temperature controller, staged cooling with economizer. 5 step electric heat sequencer. Electro-mechanical discharge controller for electric heat. Night setback thermostat and relay. Automatic night setback monitoring panel- including on/off switch, occupied/auto switch and 3 lights (fan on, cool fail and service filter). EMS interface. EMS to energize unit and function as time clock for night setback. 3 smoke detectors - 1 for the return and 1 for each duct. System must be adaptable with existing humidifier system. OPTION LINE ITEMS 0002 and 0003. Line Item 0002 Air Handlers for Line Item 0001 HVAC. Line Item 0003 Five (5) year warranty for Line Item 0001 HVAC. Vendors must identify subcontractors in their quotes and will be required to provide Performance and Payment bonds before receiving an award. Place of Performance: Federal Communications Commission; 9200 Farm House Lane; Columbia, MD 21046. The Government has scheduled a site visit for 19 September 2006 at 9:00 AM. Vendors wishing to provide a quote may walk through and review the place of performance and obtain a better understanding of the work required at that time. One government identification card with a photo picture is required for admittance to this site. All questions will be considered during the visit; however, questions resulting in a change to the requirement must be submitted in writing. If necessary an amendment to the request for quote will be posted to this synopsis/solicitation. In order to facilitate site visit preparations, vendors must send a list of attendees not later than Monday, September 18, 2006, 12:00 Noon Eastern Time, to Mark Crawford, mark.crawford@fcc.gov. The Government assumes no responsibility for any expense incurred by a vendor prior to issuance of a purchase order or delivery order. Vendors are cautioned that, notwithstanding any remarks or clarifications given at the site visit, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to questions, or any solicitation amendment, create ambiguities, it is the responsibility of the vendor to seek clarification prior to submitting a quote or accepting a purchase order or delivery order.
