Description
The National Institutes of Health (NIH), National Eye Institute (NEI), intends to negotiate on a sole source basis with Leica Microsystems, Inc., 410 Eagleview Blvd., Suite 107, Exton, PA 19341 for a required upgrade of an existing dichroic-based Leica SP2 laser scanning confocal microscope. Such an upgrade must: 1) Permit simultaneous imaging of cyan fluorescent protein (CFP), yellow fluorescent protein (YFP), green flourescent protein (GFP) and red fluorescent proteins such as DsRed. The existing system cannot perform this task because the necessary glass fliters do not exist. 2) Permit simulaneous imaging with optimal excitation and emission detection of fluorescent nanoparticles such as quantum dots with emission peaks at 525nm, 565nm, 655nm and 800nm. 3) Be fully compatible with the existing Leica SP2 confocal system including scan electronics, laser controls and Leica TCS SP2 software. The authority is only one responsible source 10 U.S.C. 2304 (C)(1). The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedues set forth in FAR Part 13. The propsed conttract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interesed persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received with five (5) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
