- This is an announcement for a Request for Information (RFI) to assist in planning a contract to meet the requirement for Security Guard Services at the Plum Island Animal Disease Center (PIADC), 40550 Route 25, Orient Point, New York 11957. The U.S. Department of Homeland Security (DHS), Science & Technology Directorate (S&T), is seeking interested parties willing and capable of providing all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services, 24 hours per day/7 days per week at PIADC. The applicable NAICS Code is 561612 Security Guard services. This is a 100% Small Business set-aside. The small business standard is $11.5 million. This is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The government will not reimburse any costs for providing information, documentation or data submitted or preparation costs for submittals in response to this RFI. The PIADC?s security guard services are currently embedded in the agency?s base operations and maintenance contract. This contractual action is in response to a GAO report recommending DHS establish a stand-alone security guard service contract reporting directly to the DHS Security Office. The Plum Island Animal Disease Center is located approximately 2 miles off the northeastern tip of Orient Point, Long Island, New York and is accessible only by Government owned ferry transportation. The security guards will be required to perform a variety of security-related duties, depending on the type of posts to which they are assigned. The successful offeror will provide all necessary uniforms, equipment, vehicles and weapons. The successful offeror will be required to perform this contract in compliance with Federal Protective Service (FPS) certification, clearance, and training requirements. REQUEST FOR INFORMATION RESPONSE: Interested firms responding to this RFI should provide a capability package identifying your firm?s a) Core Services, including NAICS codes, b) Corporate experience that details organizational experience as the prime contractor providing armed guard services (first response, and centralized security dispatch operations) in a federally owned facility and provide a point of contact with telephone number and c) Type of Business (Small business, Small Business Veteran owned, 8(a), woman owned etc).
