Description

The U.S. Department of Interior, Bureau of Reclamation intends to issue a non-competitive purchase order to Pacific Agricultural Laboratories of Portland, Oregon to provide water sample analyses for the Klamath Basin Area Office under the authority of FAR 6.302-1. The purchase order to be issued shall be for one base year with two option years. The work requires the contractor to provide pesticide water sample analyses and the laboratory must be able to accurately report pesticide concentrations less than one part per billion (ppb) or one microgram per liter (one ppb equals one microgram per liter). Pacific Agricultural Laboratories is the only known source in the area utilizing the specialized analyses required and demonstrates a unique knowledge and capability necessary to provide the service required. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Interested parties believing that they can provide similar services to the above must provide written notification to the Contracting Officer via e-mail (bweston@mp.usbr.gov) no later than 5:30 p.m. P.D.T. on the response date with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will be accepted by fax at (916) 978-5182, Attention: Benjamin Weston, or by e-mail at bweston@mp.usbr.gov . Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify their business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS code 541380. This will be the only notice that will be posted.
