NASA/GSFC intends to purchase the items from MITEQ in accordance with the requirements of FAR 13.106 for the acquisition of supplies of services determined to be reasonably available from only one soure. The product needed must accomplish the following: Upconvert signals at 720 MHz to any frequency 25.5 and 27 GHz . This equipment must accomplish this without inversion with a minimum output plus 10dBm. This equipment will be used to upconvert and generate KA-Band signals necessary for the collimation tower necessary to test SDO and LRO 18 meter antennas. These specifications are unique to this job and this company is the only company that can deliver by 2/6/2007. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 30, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer via email or fax which shall be considered by the agency.
