- THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR SATELLITE UPLINK SERVICES. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to ANSWER THE FOLLOWING QUESTIONS: 1. Where is your present studio or program origination? This is not a request to up-link a live program. We will be providing tapes in Beta-SP format. 2. Are you on fiber (AVOC Switch)? Or is a terrestrial connection required as a part of the quote. Again, this is not live programming. 3. Is your signal digital or analog? If digital, type and sampling rate? Our programs are to be uplinked in both KU- and C-band. 4. Do you provide 2 audio channels? No 5. What teleport is currently uplinking your programming? Not sure why this question is relevant. 6A. What is your desired customer base or coverage area The entire United States. 6B. What would be the smallest dish size we must accommodate? Unknown 7. A. Is your signal video/audio baseband, or a modulated output of an equipment Again, this is not a live feed. 7. B. If other than Baseband, what model, manufacturer of modulator equipment. N/A 8. What format are these programs on? Type of video tape, digital storage, etc. Beta-SP 9. Where are these programs - i.e., how would we gain access to them? They will be sent to you. 10. Who is the intended downlink recipient? (Quantity and type --One recipient or many, government offices or television stations or schools...) About 500 TV stations, schools, colleges, and universities across the country. 11. Do they downlink and record for future broadcast, or is the broadcast at the time of the uplink (specified in your Additional Solicitation Information)? It is a combination of both. 12. Is the specified time of the broadcast - the 'starts airing' time - when the uplink has to happen? Yes, please read the solicitation. 13. Is there a required transponder and/or satellite to be used? No 14. Is each show only uplinked once or is there a 2nd or even 3rd uplink for those recipients that might have missed it the first time? Only once unless a satellite problem occurs. 15. Should there be a tape distribution cost as a backup? Only if there is a problem with the satellite. 16. Once the show is uplinked, do the masters need to be returned to NASA and if so, to what location? They should be returned to the Office of Education, Mail Stop 400, NASA Langley research Center, Hampton, VA 23681. The due date for receipt of offers IS NOT extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on 9/26/2006. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
