Description
The United States Special Operations Command (USSOCOM) Headquarters Procurement Division intends to negotiate on a sole source basis with Sensor Technology Systems, Inc., 2784 Indian Ripple Road, Dayton Ohio 45540-3638 in accordance with 10.U.S.C. 2304(c)(1) and FAR 6.302-1: "Only one responsible source and no other supplies or services will satisfy agency requirements." The reason for justifying and lack of competition is that STS, Inc. is the only company that has the enhanced head's up display (E-HUD), Model 2755 and associated cables and connectors to upgrade the capabilities of the company's existing AN/PVS-21 Low Profile Night Vision Goggles. Based on market research, no other company produces the compatiable heads up display with the existing AN/PVS-21 night vision goggle. The E-HUD provides operators with an overlay of color and monchromic images directly onto the current field of view. The E-Hud provides a sensor fusion in the thermal infared band on tope of the existing image intensification display. The E-HUD also increases the overlay from existing HUD's from 13.4 degress to 31.7 degrees. It is anticipated a firm fixed price contract type to purchase approximately 250 units will be awarded. This notice of intent is not a request for competitive quotes; however, any firm that believes that it can meet the specifications above may give written notification to the Contracting Officer. Responses received will be evaluated; however a determination by the Government not to compete this proposed requriement based upon responses to this notice is solely at the discretion of the Government. See Note 22 for any responses to this annoucement. The Government anticipates award on or about 29 September 2006.
