The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the International Police Training Center (JIPTC), Amman, Jordan. The incumbent reports to the JIPTC Director, who has overall responsibility to provide for the development, direction, planning, management and coordination of the training programs at the Amman facility to ensure delivery of high quality training that is responsive to the needs of law enforcement within Iraq. This is an extremely important program and its success is critical to attaining, and maintaining, the goal of a democratic government in Iraq. The incumbent serves as the Senior Administrative Advisor for JIPTC, providing the Director of the Center with expert advice and assistance in planning, developing, implementing and directing a comprehensive support program in all areas of administration/management. The Senior Administrative Advisor assists the Director in providing policy direction and coordinating multinational efforts to develop an effective and efficient Iraqi civilian police force, aimed at combating transnational crime and developing closer regional law enforcement cooperation within the country as well as with other countries in the region. 2. DUTIES AND RESPONSIBILITIES Advises the Director in all areas of administrative and financial matters, providing oversight and direction of budget and finance, medical services, logistic operations, human resources and quality assurance and quality control. Provides guidance to a staff which encompasses Foreign and Civil Service staff, as well as contract employees, including a large multi-national training staff from coalition partners and other countries, in the areas of recruitment, selection and retention, position management, training and development, employee relations and benefits. Works closely with the Director in developing, and assists him/her in conducting an ongoing program dialogue with regional host country governments and with non-governmental organization (NGO) decision makers; coordinates these efforts throughout the USG law enforcement community in the region. Oversees the implementation of the Center?s compliance with existing and/or new administrative programs, which are considered to be acceptable and within the guidelines of the Department of State?s programs. Participates, with the Director, in regional meetings that relate to restoring the conditions of security and stability in Iraq, advancing the Center?s policies and programs. Briefs senior staff, within and outside the Center, on issues relating to the development and on-going training program for an effective law enforcement program for Iraq. Recommends and oversees the budgetary process to prudently manage the JIPTC annual budget; works closely with INL?s financial management analysts to ensure the organization?s resources are administered within DOS and Foreign Assistance Act provisions and regulatory guidelines. Provides financial guidance to managers and advice and assistance to other staff members, as appropriate, on financial management and financial or contract processing problems or issues. Works closely with the Director and other senior staff to develop and implement comprehensive financial standard operating procedures, as well as oversight guidelines in accordance with INL procedures. Prepares written documentation to justify new and/or unusual requests for funds, as required. Monitors fund use throughout the fiscal year. Advises the Director on issues relating to strategic business development, transition plans and key JIPTC corporate planning issues; makes recommendations on major business decisions and resource allocation among the divisions of the Center. Together with the Director, establishes/analyzes work requirements and determines staff, equipment and other resources needed to accomplish work assignments; evaluates productivity standards and operational priorities and makes recommendations to the Director when follow-up actions are required. Directs/oversees the full range of support services for the Center, including space and property management, which encompasses all areas of the training campus. Provides procurement advice and assistance to the Director and other program managers, on a variety of procurement policies, problems, or issues. Advises on contracting actions, including policy interpretation, for region-wide systems or programs. Regularly interfaces with the Senior Public Security Directorate (PSD), the USG implementing partner, and private contractors, as appropriate, to ensure all contractual agreements are adhered to and maintained during the course of the agreed upon mission. On behalf of the Director, interacts regularly with high-ranking host government law enforcement officials and U.S. Embassy/Mission staff, and other international agencies, to ensure that programs are meeting the constantly-changing priorities of these groups, and are keeping pace with changes in the international law-enforcement community, as well. Participates with the Director in determining new goals and objectives; performance standards; ?developing new and innovative programs and new approaches to training; identifying needs of clients and gaining acceptance of these ideas and programs. Researches and analyzes reports and the contributions of knowledgeable subject-matter specialists as well as personal knowledge, and experience to develop recommendations for the Director on the most appropriate course to follow. Maintains coordination/liaison with other USG representatives and the host governments, as well as with other potential tenant users at the site to facilitate good working relationships and sharing of resources. Establishes and maintains good working relationships throughout the Department in the administrative, human resources, and general services areas, as well as with other agencies who are participating in the Center?s programs. II. MINIMUM QUALIFICATIONS U.S. citizen, eligible for a State Department security clearance. Extensive experience in the administrative/management field where applicant was required to apply the full range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important international relations programs, particularly those associated with the development and implementation of post conflict and emerging development programs. One year of this experience must be equivalent to the GS-13 level in the federal service. Ability to communicate effectively, both orally and in writing, as well as the ability to interact with individuals at all levels. Desirable Qualifications A Bachelor?s Degree from an accredited institution in business, public administration, political science or related field is desired. Ability to multi-task, working on and bearing responsibility for several simultaneous in country projects while keeping the overall program and bureau goals in perspective. III. Ranking Factors Understanding of the concepts, principles, and regulations which apply to financial management analysis and budgeting for substantive programs and services including those relating to the Foreign Assistance Act. Understanding of contract administration principles, policies, regulations and procedures, including US Federal Acquisition Regulations (FAR), DOS Acquisition Regulations, and commercial procurement procedures. Understanding of human resource management principles, policies, regulations and procedures as they relate to Foreign and Civil Service employees, as well as those employed through private contracting companies. Comprehensive understanding of the substance and interaction between Departmental policies and legislation as it relates to INL polices and programs, e.g. the FAA, several Narcotics Control Acts, the Narcotics Control Trade Act, the Arms Export Control Act (AECA), provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act (which appropriates funds for the INL programs), and the State Department Basic Authorities Act. V. Evaluation Criteria Factor 1 Offeror?s ability to provide advice and guidance in all areas of administrative management practices and programs, e.g. human resources, financial management, procurement/contract administration, and logistics, as well as skill in integrating management services with the general management of an organization in order to foster ethical and responsible decision making and good governance. 20 points Factor 2 Offeror?s ability to lead team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources. 20 points Factor 3 Offeror?s ability to provide the Director of the Center with expert advice and assistance in planning, developing, implementing, and directing a comprehensive support program in all areas of administration and management and on issues relating to strategic business development, transition plans and key JIPTC corporate planning issues, as well as the ability to make recommendations on major business decisions and resource allocation within a complex, multi-faceted organization. 20 points Factor 4 Offeror?s ability to write and speak effectively in order to effectively and skillfully negotiate with senior government and industry officials, and be adept in presenting positions in written form. 20 points Factor 5 Offeror?s skill in interacting with other professionals and support personnel in order to provide guidance and assistance; to provide advice and assistance on procurement and contracting issues, including policy interpretation, for region-wide systems and programs, and the ability to make on the spot decisions involving large amounts of money and to make insightful and effective recommendations to senior management on project implementation issues which affect the organization?s programs. 20 points VI. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VII.
