- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and FAR FAC 2005-12. This announcement constitutes the only solicitation, and is issued as a Request for Quotation. A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a 100% Small Business. This is firm-fixed price procurement and will be procured using commercial procedures. Solicitation Number is FA4809-07-Q-7029A. The NAICS code 611710 applies to this solicitation. The size standard is $6,500,000. CLIN#0001: Service for an Educational Advisor for FY 07 (1 Oct 06 thru 30 Sep 07) Quantity: 1,152 hours $___________________ per hour STATEMENT OF WORK 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. 2. PERIOD OF PERFORMANCE: Contract start date is 1 Oct 06 through 30 Sept 07. The selected contractor/individual must have at least one year remaining at the current duty station to provide for continuity. 3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university with some Master?s level course work is highly desired. A Master?s degree from a regionally accredited American college or university and/or 15-30 semester hours in counseling, secondary education or a related discipline is preferred. Appropriate related professional work or volunteer experience of at least one (1) year is desirable and may minimally qualify applicant. Excellent customer service skills and verbal communication skills are essential. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with Oracle, WINDOWS NT, Microsoft Word, PowerPoint, Excel and Access is desirable. Resumes and transcripts shall be submitted with bid packages to the base contracting office. 4. WORK HOURS/DAYS: The government will determine the number of hours required each week and will notify the contractor with the intended schedule no later than seven (7) days prior to the designated work unit. Normally 20 hours will be worked per week. Hours will not be worked on federal holidays or when the office is closed or outside the normal work hours of 8:00 AM to 4:00 PM, Monday through Friday. Exact days and times of services will be determined by the government in advance and may be modified according to changing program needs. 5. GUIDELINES: All tasks shall be accomplished in accordance with AFI-36-2306 and all other pertinent Air Force, Air Combat Command, DANTES and local command policies and publications. Contractor will have read AFI-36-2306 and will become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. The AFIs will be made available upon request (available through on-line reference material). The handbook, guide and school catalogs are available in the BTES office. 6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS a. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles. b. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. c. Traffic Laws. The contractor and its employees shall comply with base traffic regulations. d. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on Seymour Johnson AFB. e. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. f. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment. g. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. h. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. 1). The contractor shall immediately report to the BTES Flight Chief or building manager any occurrences of lost or duplicated keys. 2). In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. 3). The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor?s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas. i. Lock Combinations. The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government TCO/ATCO. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers. j. Security Clearances: As per AFSSI 5027 paragraph 5.3.1 All persons accessing the base network must, at minimum, have a completed National Agency Check (NAC, or equivalent) verified through the automated security clearance approval system (ASCAS) roster. On-line course requirements may also need to be met for network access. k. Common Access Card: Contractor will, as a part of the Public Key Infrastructure (PKI), obtain a common access card (CAC) to protect and digitally sign electronic mail and documents. This card is utilized as a DoD identification card. 7. SPECIAL REQUIREMENT: Incumbent must inform the BTES Team Leader of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of one (1) week or more must be scheduled with the BTES Team Leader at least two (2) weeks in advance and may not exceed two (2) weeks at a time with anticipated four (4) weeks in one (1) fiscal year. Leave will not be scheduled two (2) weeks prior to the end of on-base college registration periods or while one (1) or more GS9 counselors is on leave or TDY. 8. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. 9. SPECIFIC TASKS: a. Advises and briefs active duty AF personnel, spouses and DOD civilians on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs as required by the BTES Team Leader. Keeps the BTES Team Leader current on all program and catalog changes and advises affected students promptly. b. Advises AF personnel of Professional Military Education (SNCOA, SOS, AFIT, ACSC, AWC) programs available for enlisted personnel and officers by correspondence, in residence or seminar format, and assists them in registering for appropriate programs. Assists with annual recruitment campaigns for ACSC and AWC on base seminars. c. Provides information and required forms to prospective applicant of specialized AF programs to include: Education Leave of Absence/Non-permissive TDY, AECP, LEAD, SOAR, AFROTC/ASCP, and OTS. The contractor will assist applicants with determination of their grade point average (GPA) requirement according to specific program guidelines. d. Provides information regarding Air Force tuition assistance, VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications. Processes AF TA forms via the AFAEMS software program. e. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals. f. Must be thoroughly familiar with the DANTES testing program and advise students of DANTES tests that are applicable to their programs of study. g. Contractor will act as point of contact for: outreach publicity to identify potential Community College of the Air Force (CCAF) candidates: maintain education records and track progress of CCAF students. Contact all students in advance standing. Conducts follow-up activities (phone calls, mail-outs, emails) to ensure student educational objectives are being met. h. Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the BTES team leader and assists with reports and other administrative tasks as requested. i. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records. j. Helps out at the front desk with walk-ins and answers phone, issues tuition assistance as needed. k. Utilizes AFAEMS and other BTES tools (e.g. sign-in tool) in support of flight mission. l. Plans and executes annual CCAF graduation ceremony. Provides BTES Team Leader with detailed timeline of graduation related activities at least three (3) months in advance of graduation dates. Provides status updates via email up to the day of the ceremony. Performs administrative follow-up including thank you letters and an after-action report. m. Assists AF students in changing education level codes by updating codes in AFAEMS and MilPDs system using required academic documentation. 10. TERMINATION: Contract may be terminated in accordance the termination clauses contained within the contract. 11. PAYMENT SUBMISSIONS: Monthly detail reports of hours and days worked must be submitted for approval to the BTES Flight Chief for review before payment will be authorized. 12. EMPLOYEES: The contractor shall ensure all employees working on Seymour Johnson Air Force Base possess proper identification and/or citizenship documentation. Under the Immigration and Nationality Act (INA), employers may hire only persons who may legally work in the United States (i.e., citizens and nationals of the U.S.) and aliens authorized to work in the U.S. The employer must verify the identity and employment eligibility of anyone to be hired (Ref: U.
