Description
PERFORMANCE WORK STATEMENT (PWS) MILITARY PARACHUTING AT CERTIFIED DROP ZONES DESCRIPTION OF SERVICES: Background: The USAFA Parachute Team Wings of Blue (PTWOB) is a USAF Academy parachute demonstration and competition team that supports Air Force and Air Force Academy recruiting initiatives and promotes awareness of Air Force careers to the public. The PTWOB has conducted parachute demonstrations to the public since 1968 and is comprised of USAFA cadets, active duty and AFRES officers and enlisted personnel. PTWOB members are trained IAW 34 OG directives. In order to compete in the United States Parachute Association (USPA) Master level division and jump into confined landing areas (stadiums, small landing areas), USAF cadets and 98 FTS staff must acquire a USPA Professional Demonstration Rating as well as a USPA Class D license to obtained these advanced ratings. Due to reduced scheduling and contact time, weather conditions, and resource limitations associated with parachuting operations at USAFA, cadets and 98 FTS staff are authorized to jump at alternate sites to obtain these advanced ratings. These cadets and staff are authorized to use military issued and owned parachuting equipment at certified civilian drop zones only. USAF personnel will not use privately owned parachute systems to perform parachute operations. The use of military owned equipment at civilian drop zones is in accordance (IAW) Air Force Instruction (AFI) 11-410 and AFI 23-111 Requirements: Contractor shall provide a civilian drop zone with the capability of providing up to 2,750 jumps by military personnel throughout the year. The alternate site(s) must be civilian jump zones as certified by USTRANSCOM. The alternate site(s) must currently possess or have the ability to obtain certification within 30 days of award. The certified civilian drop zone must be within 100 miles of USAFA at Colorado Springs, Colorado and the contractor must comply with AFI 11-410.
