Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a more detailed solicitation is available on the Federal Technical Data Solutions (FEDTEDS) Web Page at http://www.fedteds.gov/ or at https://www.fedteds.gov/fedteds/start.nsf/frm.VendorLogin?OpenForm&SolicitationNumber=W912EE-06-T-00 62 , which includes exhibits that could not be posted as this site. Offerors should check the FEDTEDS Web Page often for new solicitations and/or changes (AMENDMENTS) to existing ones. Solicitation Number W912EE-06-T-0062 is being issued as a request for q uotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-12. This procurement is 100% set aside for small business c oncerns under NAICS Code 423860 (SIC 5088) with a size standard of 500 employees. The USACE, Vicksburg District, Mat Sinking Unit has a need to purchase one (1) utility boat. The Utility Boat shall be a Lynn Model No. 1860L or equal flat bottom aluminum bo at with dimensions of 18ft x 5ft x 30in. A minimum of 3/16 gauge aluminum is required on the sides, bottom and transom of the boat. The Utility Boat shall have a Cummins Mercruiser Model 1.7 MS 120 with stern drive or equal diesel engine with a minimum of 120 HP. The Utility Boat must have running lights, spotlight, rain cover and be United States Coast Guard (USCG) certified. The Utility Boat must be capable of any average speed of 35 mph upstream and downstream. The Utility Boat shall have a capacity of n o less than 8 people. A tachometer, hour meter, oil pressure gauge, temperature gauge, VHF radio and 20 gallon fuel tank shall be installed on the Utility Boat. The contractor shall furnish operating and/or maintenance manuals for all major components of t he Utility Boat. The Contractor shall deliver the Utility Boat to the Government within 130 days of award. The Contractor shall deliver the Utility Boat to the Vicksburg District Harbor Facility at 2577 Haining Road Vicksburg, MS. ALL QUOTES ARE TO BE IN ACCORDANCE WITH THE DETAILED SPECIFICATIONS. VENDORS MUST SUBMIT TECHNICAL DATA ON THE BOAT THEY ARE QUOTING. This procurement may be quoted as follows: Line Item 0001 Supplies/Services: Furnish and Deliver Utility Boat in accordance with specifications, Quantity:1, Unit: Each, Unit Price $ ___________; Total amount for Line Item 0001 $____________. Delivery must be made within 130 days of award. Award shall be made to the responsive and responsible offeror whose quote is determined to be in the best interest of the Government in terms of technical specifications and price. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Evaluation factors are technical and price and will be evaluated in accordance with Clause 52.212-2 Evaluation -Commercial Items. Technical is more important than price. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Conditions, applies to this acquisition. The Clause at 52.2 12-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
