Description

The Naval Medical Logistics Command, Fort Detrick, MD on behalf of the Naval Medical Center, San Diego, CA intends to negotiate on a sole source basis (IAW FAR 6.302-1) with Digene Corporation, 1201 Clopper Road Gaithersburg, MD as the only responsible source that can provide the following: 1) 5199-1220 HPV High-Risk DNA Test (96 tests) 47 kits; 2) 5100-14001VD Sample Conversion Buffer (250 tests) 12 kits. Items are to be delivered on a standing order basis for the period 1 October 2006 through 30 September 2007. Digene is providing the use of a DML 2000 Microplate Luminometer, Rotary Shaker, Microplate Heater, Monitor, Printer, Printer cable and PC System, Automated plate washer with manual and DML User Plate package. Digene Corporation is the only known company in the United States that has an FDA approved test for HPV. This acquisition is being conducted under Simplified Acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 325413 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by 25 September 2006 will be considered by the Government to include capabilities to provide sufficient quantities. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Work or Adobe PDF attachment to Sandra A. Musgrove at samusgrove@nmlc.med.navy.mil. Statements are due by 1600 (4:00 PM) Eastern Time 25 September 06. No phone calls accepted.
