- The US Environmental Protection Agency located in Montgomery, Alabama, has a requirement for an air filter counting system. The North American Industry Classification 334516 and the size standard is 500 employees. This announcement constitutes the only soliciation and no written solicitation will be issued. The specifications for this system is as follows: NAREL Air Filter Counting Instrumentation Specifications Separate quotations are requested for each of the three items listed below. However, if a bidder offers a discount for purchasing two or more items in combination, please provide that information as well. For all items, delivery is required within 90 days of notification of acceptance of the order. Item 1: Meter The instrument shall be a general purpose ratemeter/scaler suitable for operation with external OM, scintillation, or proportional type detectors from various vendors: < The instrument must be configurable as a scaler with a preset count time of one minute, so a user can turn on the instrument and initiate a one minute count by actuating a single control, with no other manipulation or adjustment. < The instrument shall be type tested in accordance with ANSI N42.17A-1989. A copy of the test report must be provided with the technical bid response. < The instrument must be warranted to be free of defects for at least one year from the time of delivery. The warranty must provide for repair or replacement at no cost to the government, and shall not require the government to pay for shipping or handling costs for return of defective instruments for repair. < The instrument shall be capable of providing at least two separate and independent presets for high voltage detector bias and input pulse discriminator settings. These settings must be selectable by the end user without opening the instrument case. The adjustment range for each high voltage detector bias setting shall be from at least 300 to 2,500 VDC, and the range for each input pulse discriminator setting shall be from at least 2 to 50 mV. < The instrument may be designed for either benchtop or portable use. Power supply may be either single phase 115 VAC (normal U.S. household current), or batteries. If the instrument is battery operated, the required batteries must be of a type broadly available to the general public, such as National Electronic Distributors Association (NEDA) number 13A (AD@ cells), NEDA 14A (AC@ cells), NEDA 15A (AAA@ cells), or NEDA 904 (9 volt). Battery life with alkaline batteries shall not be less than 50 hours. < Total weight shall not exceed 15 pounds. Height, width, and depth shall each be no greater than 15 inches. < The detector connector shall be either male MHV, or an adaptor shall be supplied with the instrument to permit connection to a cable terminated with a female MHV connector. < The instrument shall be capable of operating as either a ratemeter or scaler. Mode of operation shall be user selectable. < Output shall include a digital display that is auto-ranging. The display shall also automatically indicate the units of measurement. Auxiliary analog display is acceptable but not required. < Visual indication shall be provided to indicate when the scaler is counting and/or when it has stopped. The range of the scaler output display shall be at least 99,999 counts. 7/25/2006 Page 2 of 3 NAREL Air Filter Counting Instrumentation Specifications - July 2006 Default ratemeter output shall be in units of counts per minute, and shall cover a range of at least 0 to 99,999. Ratemeter response time shall be adjustable from at least 2 to 30 seconds. Scaler count time shall be user adjustable from at least 0.1 to 50 minutes. The instrument must have provision for being calibrated for count rate and total counts by the customer. Calibration controls on the instrument must be accessible to the customer, but protected from inadvertent adjustment. If any special tools, equipment other than a pulse source, software, or instructions/procedures are required for calibration, then at least three of each required item shall be provided. If any software is required for setup, configuration, or calibration of the instrument, then: At least three copies of the software, installation utilities, and documentation shall be provided on CD-ROM media. The software shall be fully AY2K@ compliant. The software shall have an intuitive graphical user interface. The software shall operate on an i386/Windows XP hardware/operating system platform, and shall not require that any software other than the operating system to be installed in order to be fully functional. The software source code shall either be provided on electronic media, or shall be escrowed (deposited in a commercial vault), with the stipulation that the source code will be released in the event the company defaults or terminates support of the code. The software shall be expressly warranted to be fit and suitable for the purpose for which it is provided and that it will operate satisfactorily on the platform specified above; disclaimers of warranty of fitness for purpose are unacceptable. Documentation provided with each instrument shall include instruction manuals that completely describe how to set up, configure, calibrate, maintain, and use the instrument. Schematic and component layout drawings shall be provided for all circuit boards. Assembly drawings shall be provided for all mechanical assemblies. All drawings shall identify components by part number and be accompanied by part lists that include all components shown in the drawings. This documentation may be provided either in printed form, or on CD-ROM in portable document format (PDF) files. Item 2: Detector The detector is to be a dual-phosphor scintillation detector: ~ The entrance window shall have a nominal effective diameter of 4 inches, with a minimum active and open area of 75 cm2. The window shall be aluminized mylar with a density of 0.8 to 1.2 mg/cm2 , and shall be provided with protection against inadvertent damage. Operating voltage shall be in the range of 300 to 2,500 VDC. The phosphors must be suitable for simultaneous and/or separate counting of both alpha and beta particle radiations. The 4 pi efficiency of the detector shall be no less than 25% for both Sr/Y -90 beta particle and Pu-239 alpha particle radiations, when placed directly above a 3.25" diameter sourcewith evenly distributed activity. The detector shall be provided with a single coaxial cable that will carry both the high voltage bias to the detector and the signal from the detector. The cable shall be at least two feet but no more than six feet in length, and shall either be terminated with a female MHV connector or provided with an adaptor to permit mating with a male MHV connector. Disconnectable cables are desired but not required. Assembly drawings shall be provided for all mechanical assemblies. All drawings shall identify components by part number and be accompanied by part lists that include all components shown in the drawings. This documentation may be provided either in printed form, or on CD-ROM in portable document format (PDF) files. Item 3: Re-useable Shipping/Carrying Case The shipping case shall be of a durable molded plastic or resin material, suitable for repeated use for carrying and shipping the meter and detector. It shall contain foam that has been molded or cut out to conform to the size and shape of items 1 and 2, and shall be of adequate size to contain and protect those items during conditions normally incident to transportation by commercial shippers. The following FAR provisions applies to this acquisition requirement: The provision at FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 -"Contract Terms and Conditions - Commercial Items", 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the following clauses cited in 52.212-5 being applicable: 52.222-3 Convict Labor, 52.222-21 "Prohibition of Segregated Facilities, 52.222-26 "Equal Opportunity, 52.222-35 "Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era,and Other Eligible Veterans", 52.222-36 "Affirmative Action for Workers with Disabilities, 52.222-37 "Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, and 52.225-13 Restrictions on Certain Foreign Purchases.
