- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 03-349B-6-6321 is being issued as a request for quotation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The contractor is responsible for monitoring the FBO website http://www.fedbizopps.gov for any additional information relating to this requirement. Reference Item A(7) and A(8) for specific directions for submission of a quotation. The USDA, Appalachian Farming Systems Research Center (AFSRC) requires a Contractor to furnish, deliver, and install one (1) Inductively-Coupled Plasma Spectrometer capable of producing elemental analysis on various matrices such as soils, plants, and water. SCOPE OF WORK - The USDA, AFSRC requires one new Inductively Coupled Plasma Spectrometer to be furnished, delivered, and installed at the USDA, AFSRC facility in Beaver, West Virginia, in accordance with the terms, conditions, and specifications contained in this document. (A.1) SCHEDULE OF ITEMS -- Contractor shall provide a separate price for each line item. LINE ITEM 0001 - One (1) each Inductively Coupled Plasma Spectrometer in accordance with the following specifications and requirements: (a) Simultaneous Detection; b) Radial-Mount Torch; c) Minimum Spectral Range of 175 to 770 nm; d) Autosampler; e) Consumable Kit; (f) Computer-controlled Plasma Ignition and Parameters; (g) Complete Computer Package (computer system, monitor, printer) with ICP Software; (h) One year on-site warranty and to include Parts, Labor, and Travel Expenses, and Technical Support to include unlimited telephone/e-mail support with a maximum 48 hour response time for questions regarding operation. (PROVIDE COPY OF WARRANTY WITH QUOTE); (i) Two (2) copies each of all operations, repair, maintenance, and service manuals; (j) Deliver FOB Destination within Consignees Premises to: USDA, ARS, Appalachian Farming Systems Research Center (AFSRC), 1224 Airport Road, Beaver, West Virginia 25813. LINE ITEM 0002 - On-site Installation and Training for a maximum of two trainees. (Installation shall be done at 1224 Airport Road, Beaver, West Virginia 25813 to be completed within 30 days of delivery.) The contractor shall schedule and facilitate installation/set-up and training for a minimum of two trainees. The training shall provide a thorough demonstration of all equipment functions, maintenance, data administration, and basic troubleshooting.(PROVIDE COPY OF TRAINING AGENDA WITH QUOTE). OPTIONAL LINE ITEM 0003 - Optional One Year Scheduled Service Maintenance Agreement. (PROVIDE COPY OF MAINTENANCE AGREEMENT WITH QUOTE). (A.2) PRODUCT LITERATURE - Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. (A.3) SHIPPING, DELIVERY, INSTALLATION, TRAINING - Delivery shall be made in accordance with FAR Clause 52.247-35, F.O.B. Destination, Within Consignees Premises. Contractor shall coordinate the delivery date and time with the point of contact. Shipment shall be to: USDA, ARS, Appalachian Farming Systems Research Center (AFSRC), 1224 Airport Road, Beaver, West Virginia 25813. Delivery and Installation shall be within the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays. SHIPPING and DELIVERY shall be completed within 60 days after receipt of purchase order. INSTALLATION and TRAINING shall be completed within 30 days after delivery. (A.4) WARRANTY - The period of the warranty shall begin upon Government acceptance.
