Description
STATEMENT OF WORK Contractor shall provide all necessary labor, equipment, materials, supplies, transportation, and consumables to perform unarmed security guard services for the VA San Francisco Health Care System facility located at: 25 Liberty Ship Way Sausalito, CA 94965 Duty coverage will consist of shift work such as Evening/Grave shifts or less than 24 hour service, 7 days a week including all Federal Holidays (6 hour minimum per day). Patrol service is to be provided that enforces the security of the building and property on an hourly basis during the night and random checks during the daytime. At present this is a vacant building. Offers will only be considered from vendors who are regularly established in the business call and who in the judgment of the Contracting Officer are financially responsible. Offerors must also be able to show evidence of equipment, facilities, and personnel directly employed or supervised by them to render prompt and satisfactory service in the volume called for in this contract. An offeror's past performance, price and technical expertise will be used as evaluation factors for this solicitation. Offerors should list at a minimum three (3) references (include dates of performance, company name, contract number, and point of contact), recent related experience, training, and personnel qualifications. Pricing should be all inclusive of Federal, State and Local taxes. 1. SECURITY GUARD I REQUIREMENTS: Education: high school diploma or equivalent experience: Ability -- each guard must have the ability to: meet and deal with the general public in a non-confrontational manner maintain poise and self-control in stressful situations read, write and speak the English language understand, apply and follow verbal and written rules, regulations, detailed orders, training instructions and materials compose complete, concise and accurate verbal and written reports in the English language Age: guards shall be at least twenty-one (21) years of age. Health and Physical Fitness -- each guard shall be physically able to perform all general duties, functions and activities in good physical health, without physical defects or abnormalities which would interfere with the performance of security guard duties free from any communicable disease possess binocular vision correctable to 20/30 (Snellan) free of color blindness capable of hearing ordinary conversation at 15 feet with either ear without benefit of a hearing aid in either ear 2. STANDARDS OF APPEARANCE General. Each member of the security unit is expected to maintain a high standard of personal hygiene and uniform appearance. Each security guard is expected to wear neat, clean, well-pressed uniform, black laced shoes of plain design in good condition. 3. CONTRACTOR-PROVIDED TRAINING Each contract employee shall have at a minimum the required training listed below prior to his or her initial assignment. SUBJECT HOURS DESCRIPTION Police Authority and duties of a Security Guard 3 Discuss the law enforcement authority jurisdiction and duties Patrol Methods 4 Instruction in various patrol methods and skills Facility Entry and Exit Control 2 Physical security and control of vehicle ingress and egress. Basic Report Writing 3 Techniques and elements of reporting and recording information related to crimes and incidents in plain language. Basic Incident/Crisis Notification 1 Process to notify NMCP management in case of crisis or emergency 4. SUPERVISION Contractor shall provide access to supervisor level personnel during all authorized duty shifts. Each supervisor shall have a background with a minimum of two (2) years of successful experience in field supervision (civilian community law enforcement, military service law enforcement, or security, commercial or industrial guard service or security). 5. The Contractor shall have a designated Project Manager (PM) for the purpose of supervising and training contractor personnel and ensuring compliance with all provisions of this contract. Upon request by the VA, the Contractor shall provide documentation of education, training, or experience of personnel performing the required services. The PM shall have the authority to act for the Contractor. When the PM is absent for more than one normal eight-hour shift, the COTR will be notified in writing and advised who will be the alternative representative during his/her absence. When absences are of a short duration, telephone notification of an alternate will be accepted. 6. WEAPONS No person entering or while on property shall carry or possess firearms or other dangerous or deadly weapons except official duties of law enforcement agencies. 7. PRESERVATION OF PROPERTY. The following are prohibited on VA property: improper disposal of rubbish on property; willful destruction of or damage to property; theft of property; creation of any hazard on property to persons or things; throwing of articles of any kind from or at a building; climbing any part of any building. 8. CONFORMITY WITH SIGNS AND DIRECTIONS. Persons in and on property shall at all times comply with official signs of a prohibitive, regulatory, or directory nature and with authorized individuals. 9. DISTURBANCES. The following are prohibited on VA property: unauthorized demonstrations, services or picketing loitering, disorderly conduct, or other conduct on property which creates loud or unusual noise or a nuisance any action which unreasonably obstructs the usual use of entrances, foyers, lobbies, corridors, offices, elevators, stairways, or parking lots any action which impedes or disrupts the performance of official Government duties any action which prevents the general public from obtaining administrative services provided on the property in a timely manner
