Description
The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with The National Center for the Study of Counter Terrorism and Cyber Crime, LD. DBA: Norwich University-Applied Research Institutes (NCatNU-ARI) 57 Old Freight Yard, Northfield VA 05663-0030, to provide Cyber Conflict Research Studies for the Cyber Arms Control Workshop and development of the cyber conflict research database. The contractor shall engage in academics and practitioners in a collaborative effort to define priority research topics within existing fields of study/practice as they relate to cyber conflict, and to solicit and publish original research to those topic areas. The contractor shall develop and maintain a research database to include presentations and papers developed as output of the workshops and to include unclassified releasable papers of government organizations such as the Institute for National Security Studies at the United States Air Force Academy. The contractor shall conduct a workshop on Cyber Arms Control, solicit original academic research related to cyber arms control and develop the portion of the national research agenda related to cyber conflict. The contractor shall update the research agenda with the results from the Cyber Arms Control workshop and other Cyber Conflict Research workshops and symposia planned by the Cyber Conflict Studies Association and the contractor shall submit through a specified government contract data reporting system, quarterly progress on the development of the cyber conflict research database. The Cyber Arms Control workshops shall be conducted within Naval Post Graduate School, Monterey CA. The period of performance will be a basic year from 29 September 2006 through 28 September 2007 and one option year from 29 September 2007 through 28 September 2008. The National Center for the Study of Counter Terrorism and Cyber Crime, LTD, with Cyber Conflict Studies Association (CCSA), is the only source that has the capability and information to conduct the Cyber Arms Control Workshop. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received (quote with specifications) will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code is 541710. This procurement shall be awarded for using Simplified Acquisition Procedures (SAP).
