- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The combined synopsis/solicitation number is W91B9462610003 and it is issued as a Request for Quotations (RFQ). This solicitation incorporates provisions and clauses in effect through Fede ral Acquisition Circular 05-12. This acquisition is 100% set aside for Small Businesses. The North American Industry Classification System (NAICS) is 334315 and Small Business size standard is 500 employees. The Government intends to award a firm-fixed pri ce Purchase Order resulting from this combined synopsis/solicitation to be delivered at Aberdeen Proving Ground, Maryland for the following items: CLIN 0001 DiscovIR GC System: Complete FTIR detector for use with user-supplied chromatograph, includes v acuum pumps, and controllers; liquid nitrogen cooling for the sample window; integrated FTIR spectrometer, optics, and MCT detector; data station running Windows XP Pro with DiscovIR software integrated into Grams32 software, library search software includ ed. P/N GC5000 - Qty 1 Lot $________________. Contractor may submit an equal product system. Equal products offered shall meet the following salient characteristics: 1. Shall have direct deposit of the Gas Chromatogram onto a ZnSe sample disc. 2. Shal l have built in FTIR with a range of 4000 - 700 mm wavelength. 3. Shall be able to rescan the deposited chromatogram after the GC run to improve signal to noise. 4. Shall have a Signal equal to or greater than 15 mAU for a 2 nanogram Nonadecane injected on column. 5. Shall have a capacity for more than 40 hours of chromatography and run unattended for 12 hours. 6. Shall have a nominal resolution of 8 cm-1 (wavenumbers). Contractors submitting equal systems shall submit descriptive literature to demon strate the product offered is equal to the system specified in this solicitation. A technical evaluation will be conducted on all products submitted as an equal. The technical evaluation will determine the equality of the product being offered and shall b e based on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the quotation. To ensure sufficient information is available, vendors are requested to provide descriptiv e material such as illustrations, drawings, or other information necessary for the Government to determine whether the product meets the salient characteristics of the requirement. The contract will be awarded to Lowest Price Technically Acceptable (LPTA) whose offer conforms to this solicitation and will be most advantageous to the Government, price and other factors considered.
