- This is a notice that the White Sands Missile Range Contracting Office intends to award a sole source contract to Franklin Maxwell Group, 5836 Colfax Avenue, Alexandria, VA 22311-1014 for a development plan for program improvements on the efficiency and utilization of DoD regulations 1400.25-M, Subchapter 1231,1251 and DoD 1416.8-M for the Deputy Under Secretary of Defense for Civilian Personnel Policy on Foreign National Personnel Programs. Under contract W9124Q-06-P-0417, the Franklin Maxwell Grou p, was tasked to assist in developing/conducting workshop sessions designed to assess viability of potential changes to existing program regulations and document the working group findings, any consensus reached, and open items still to be resolved. Due t o the specific data collected, the final development plan can only be accomplished by Franklin Maxwell to meet the delivery schedules. Other than full and open competition will be used under the authority of FAR 6.302-1, Only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirement. This notice is not a request for quotations. No solicitation or RFQ will be forth coming. See Note 22. Interested parties must respond by COB 27 September 2006.
