Description
Request for Information. This is a research and development project. The US Army is proposing a solar energy project at Ft. Bliss, TX under the 2005 Energy Act through an Energy Savings Performance Contract (ESPC). This contract will be based on a prototype technology that extra cts power from low power, variable power sources such as solar panels. Phase I of the project will be an installation of solar panels producing approximately 1.5 Megawatts of power for use in peak shaving, with follow-on installations of increasing amount s. Funding will only come from energy savings. All sources that have been previously certified by either the Department of Energy or the US Army Corps of Engineers to receive an ESPC contract may respond. The Corps of Engineers will negotiate the overhead rate with the prime vendor if a contract award is made. Manufacturing and installation of the solar panels and funding may be arranged by the government but could be negotiated for performance by the prime vendor. The use of the prototype technology, both for power extraction and control systems, is not negotiable. Public utilities or power generating electrical cooperatives may respond. If the Corps of Engineers decides to award to a utility or cooperative, it will be on a sole source basis with the same negotiation positions as previously stated. The proposed technology, which is mandatory for use, is a power extraction technology that extracts more energy from solar panels than the panels normally produce under outdoor environmental conditions. The increase in power generation from this technolog y is expected to be at least 40% above normal power levels. The control technology is internet based and is expected to provide a high level of efficiency in control and monitoring of performance. This project anticipates that the Phase I pilot for 1.5 Megawatts will validate the proposed technology for a period of approximately six months. Phase II will involve an installation up to 20 Megawatts, depending on the ability of the energy savings to m ake the power production economical. Phase III, up to 40 Megawatts, will depend on the arrival of additional military units at Ft. Bliss and economic viability. Phase IV will generate additional levels of power with the intent of providing it to other mi litary installations for their peak power shaving needs.
