- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SCOPE OF WORK USAG-AK Land Usage Permitting System/ U.S. Army Alaska Recreation Tracking System (USARTRAK) U.S. Army Garrison- Alaska Prepared by Paul Caron Environmental Engineer Alaska District, U. S. Army Corps of Engineers 13 September 2006 1.0 Introduction The U.S. Army Garrison Alaska (USAG-AK), Directorate of Public Works (DPW) Environmental manages, plans, and directs all functions associated with natural resource monitoring, environmental compliance, restoration and hazardous material tracking for U.S. A rmy Posts in Alaska. Portions of these management functions require the use of Geographic Information Systems (GIS). U.S. Army Alaska Recreation Tracking System (USARTRAK) is a combination of Land Usage Permitting and Recreational Tracking systems. The training lands of Fort Wainwright, Donnelly Training Area and Fort Richardson comprise approximately 1.4 million acres and provide excellent recreational opportunities for fishing, small game hunting, ATV activities and is home to some of the best moose hunting in the state. USARTRAK is an automated system for organizing land usage periods, track recreational permits, inv entory recreation users and visitors through automated check-in, and reduce the conflict of land use between the military and recreational activities. Other features of USARTRAK include intranet-accessible database, a recreational use tracker, and a viola tions tracker. The recreational use tracker is integrated into the web and allows identification of high use areas and types of uses that occur on those sites. This is intended to facilitate allocation of recreational funds and to report more accurately to higher headquarters regarding recreational use of training lands. 2.0 Objective The purpose of this Scope of Work is to provide the design and support for the continuation of Phase 2 of USARTRAK in support of USAG-AK DPW Environmental Resources Department Strategic Planning and Data Management system. 3.0 Description of Tasks The following describes the required tasks to be performed: 3.1 Task 1- USARTRAK Design and Support 3.1.1 Contractor shall provide up to 500 hours of design and consulting services for the design, development, and enhancements of the current USAG-AK Land Usage Permitting System/ U.S. Army Alaska Recreation Tracking System (USARTRAK). The Government will provide applicable written procedures and any hardware and software documentation necessary for the proper performance of this contract. 3.2 Task 2- GIS, IMS, and ReMoTe Support 3.2.1 Conduct database development, management support and data integration for Environmental Resources Department and DPW Master Planning. Contractor shall provide up to 80 hours of consulting services for the design, development, and deployment of an interface via the intranet to interact with MapServer an intranet mapping service (IMS), and analytical data currently imbedded in the Restor ation Monitoring Tool (ReMoTe). Contractor shall provide up to 80 hours of consulting services for the design, development and deployment of the Spatial Data Engine (SDE) database and automation support to Geographic Information System (GIS) office of the Environmental Resources Depart ment. The Government will provide applicable written procedures and any hardware and software documentation necessary for the proper performance of this contract. 3.3 Task 3- Travel Required for Work Performance 3.3.1 Travel as necessary to accomplish database and technical support at United States Army Alaska installations. The Government may request Contractor travel for user supp ort to Forts Richardson, Wainwright, Donnelly Training Area, and Fort Greely. 3.3.2 The contractor shall attend the following meetings: The contractor shall attend a post-award planning meeting with USAG-AK technical representatives (Gary Larsen, 384-3074) within 1 week of contract award. Contractor shall attend 2 meetings with USAG-AK representatives to discuss progress and completion of the tasks. The first meeting shall take place within one month of award and the second meeting shall take place at the completion of the projects for r eview and acceptance. 4.0 Submittals In the absence of other agreements negotiated with respect to time provided for Government review, deliverables will be inspected and the contractor notified of the findings within 15 working days of delivery of interim deliverables and 10 working days of receipt of final deliverables. Representatives of the client agency, and the contractor will meet at a location and time designated by the Contracting Officers Representative (COR), after receipt of the contractor Invoice and /or report. This meeting wi ll be to formally review the quantity and quality of services inspect work for compliance with the SOW the associated contractors proposal, and system(s) documentation; accept or reject deliverables completed since the previous review; and approve or dis approve the contractors performance of the Contract. Reviews will normally be held once a month at the place of performance. All deliverables must meet professional standards and the requirements set forth in contractual documentation. The contractor shall deliver all submittals to the Project Manager for this project at the USACE, Alaska District. The contractor shall send a letter of transmittal listing the material submitted with each submission. The letter shall reference the proje ct title, number, and location when applicable. Complete submission must be received before the Government will review such submission; partial submission will not be allowed without prior approval. The contractor shall deliver: Quality assurance plans and procedures. Consultant service and information technology integration of hardware and software. One year warranty of hardware/software obtained through this contract. Configuration management plans and procedures. Provide training/presentations on new procedures or implementation software. Any generated logs (hardware/software). Documentation (changes to any system development, any presentation materials). All draft and final reports shall each be submitted as separately bound documents. Draft The completed reports shall be submitted both in hard copy and electronically via email. The draft shall include of paper cover sheet with the following: Draft, name of base/ facility, date generated, and name of plan, procedure, or other deliverable. Final The completed reports shall be submitted both in hard copy and electronically on CD-ROM. The final shall include of paper cover sheet with the following: name of base/ facility, date generated, and name of plan, procedure, or other deliverable. 5.0 Schedule Work will begin upon receipt of the Notice to Proceed (NTP). Services under this purchase order will continue for one (1) full year. The period of performance for this purchase order shall not exceed 31 December 2007. 6.0 Personnel Qualifications The contractor will designate one point of contact for all matters associated with this project. Contractor personnel shall have experience working with the DPW Environmental Offices USARTRAK, EDMS, and GIS databases that are currently in use. Contractor shall provide a single POC for total services, procurement, technical support and consultancy for specialized environmental automation requirements. The contractor personnel must have expertise in integrating and configuring hardware and software at the end-user level, and supporting end-user hardware, software, communications equipment and applications. The Contractor personnel should have demonstrated communications skills and abilities working with people in a one to one basis and working in a team environment. The USACE, Alaska District must approve substitute team members. The resumes of the contractors prospective staff relative to this purchase order must be provided to the Alaska District with the contractors proposal. 7.0 Public Affairs The contractor shall not make available to the news media or publicly disclose any data generated or reviewed under this work request except as directed by the USACE Project Manager. When approached by the news media, the contractor shall refer them to th e USACE Project Manager for response. Project reports and data generated under this contract shall become the property of the Government and distribution to any other source by the contractor, unless authorized by the USACE Project Manager, is prohibited. 7.1 Nondisclosure Statement The contractor shall not publicly disclose any data generated or reviewed under this contract. The contractor shall refer all requests for information concerning site conditions to the Ft. Wainwright (Richardson) Public Affairs Office. Requests for infor mation concerning the contract shall be referred to the USACE Project Manager. Reports, photographs, and data generated under this contract are the property of the U. S. The Government may request Contrac tor travel for user support to Forts Richardson, Wainwright, Donnelly Training Area, and Fort Greely. Contracting Officer's Authority The Contracting Officer is the only person with the authority to act as agent of the Government under this purchase order. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the Statement of Work/Description or specifications; (2) modify or extend the period of performance; (3) change the delivery schedule; or (4) otherwise change any terms and conditions of this purchase order. The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this purchase order and not withstanding any provisions contained elsewhere in this purchase order, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the purchase order pri ce to cover any increase in costs incurred as a result thereof.
