- This is a COMBINED SYNOPSIS/SOLICITATION, using Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This notice constitutes the ONLY solicitation; quotes are being requested and a written solicitation WILL NOT be issued. CLOSING DATE: 9/27/06 @ 5:00PM EST. YOU ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF 52.212-3 WITH YOUR QUOTE. You MUST be registered in the Central Contractor Registration (CCR) database before being awarded a contract. The National Naval Medical Center, (NNMC), Bethesda, MD on behalf of the Willow Grove, PA, Colts Neck, NJ and Lakehurst, NJ Branch Medical Clinics have a consolidated requirement for courier service to pick up specimens and transport them back to NNMC Bethesda on a daily basis. PERIOD: 01 OCT 06 THRU 30 SEP 07. The Government shall select the offeror which provides the greatest value. Past performance may also be a determining factor in awarding this contract. The Government reserves the right to make an award without discussions and/or negotiations. COURIER SERVICE LOCATION: BRANCH MEDICAL CLINIC, LAKEHURST BLDG. 39/LAKEHURST, NJ SIMBA WALLACE (732)323-5335 ALTERNATE POC FOR ALL LOCATIONS: SUSAN HAAS-HUNTER 301-319-4186 COURIER SERVICE WORK PERFORMANCE STATEMENT Introduction The National Naval Medical Center (NNMC Bethesda) has consolidated routine clinical laboratory test services from three outlying sites in New Jersey and Pennsylvania. This consolidation requires courier service to pick up specimens and transport them back to NNMC Bethesda on a daily basis. Scope The overall project purpose is to develop a courier service for the three locations for specimen transportation. The specific object is to develop a consistent and reliable system of transportation for same day pickup and delivery on a routine daily basis. 1. Courier Pickup/Specimen Handling a. Daily routine courier pickup will be provided Monday through Friday during the hours of 1430 and 1530 (2:30 PM and 3:30 PM) at the following facilities: Branch Medical Clinic Lakehurst Naval Air Warfare Center, Bldg 39 Lakehurst, NJ 08733 Branch Medical Clinic Willow Grove Naval Air Station Willow Grove, PA 19090 Patterson Army Community Hospital Fort Monmouth, NJ 07703 (Colts Neck specimens are picked up from this location also, along w/the Army?s) b. The government anticipates the ?average? daily weight to be approximately 10 pounds per facility. The contractor must be able to accommodate fluctuations in weight on any given day. c. Laboratory samples that are at room temperature will remain at room temperature throughout the transportation process. d. Laboratory samples that are put on wet ice will remain on wet ice throughout the transportation process. e. Laboratory samples that are required to be frozen will be put on dry ice sufficient to keep samples frozen for up to eight hours. f. All specimens will be delivered to the NNMC Building 9, second floor accessioning window between the hours of 1800 and 2100 (6:00 PM and 9:00 PM). At no time will delivery exceed 2200 (10:00 PM) g. Courier will remain at NNMC while the materials are being unpackaged. NNMC will return the coolers to the driver along with any reports that are to be returned to the prospective clinics. The wait time will not exceed 15 minutes. h. Courier will not wait longer than five minutes for samples to be packaged by the outlying sites. If the samples are not ready within five minutes the courier will proceed to the next location. i. Courier will provide a manifest for each site that will indicate signature and piece count verification. Count will only include room temperature, refrigerated and frozen containers, not the samples inside the coolers. j. There will be times when additional material may need to be transported, such as x-rays, letters, reports, etc. k. The courier service will be responsible for obtaining the necessary licenses/placards to carry Hazardous (potentially infectious) materials. 2. Communication System a. The contractor must have the ability to communicate from the home office to the courier at all times. 3. Supplies a. The contractor will provide the necessary coolers required to handle daily specimen pickup for the three sites. b. Dry ice will be the responsibility of the contractor with no charge to the government. 4. Client Services a. Contractor client services representatives will be available by a toll-free telephone number 24 hours per day, 7 days per week. b. The client service representative will maintain close contact with the laboratory when delays or questions by the lab may occur. 5. Invoices a. Billing will be done on a monthly basis, with invoices being received by the fifth working day of the month. b. Invoices will include, at a minimum, job bill of lading, date and time specimen picked up, location of pickup, description, weight, delivery time, elapsed time and price. c. All billing will be done in accordance with the prompt payment clause of the FAR regulation. d. Contractor will have the ability to change invoices at the government?s request. The following factors shall be used to evaluate offers in descending order of precedence: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304) (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.232-18 AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
