Description

The Internal Revenue Service (IRS) intends issue a purchase order for the purchase and installation of ten (10) custom built Power Assist/ Urge Units to fit for the IRS?s National Print Sites located in Ogden, UT (qty 4) and Detroit, MI (qty 6) in accordance with the simplified acquisition procedures in FAR Subpart 13. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes only the solicitation. Statement of Objectives: Provide ten (10) custom built Power Assist/ Urge Units meeting the following minimum specifications: 1.) 3 19-22 inch long by 1.5 to 2.0 inches in diameter stainless steel power driven rollers that can handle 19 inch wide 40lb continuous roll paper. Each roller must have bearing and not be spring loaded but fastened to the housing; 2.) 1 1/6 hp to 1/3 hp 115 volt ac motor mounted to urge unit; 3.) 1 belt to drive rollers and move paper; 4) 1 on/off switch; and 5) 1 circuit protector to stop unit in case of jamming of rollers; 6) Warranty to include parts and labor ? 90 day onsite repair, 24 hours per day 7 days a week, 2 hour onsite response time and 8) Spare parts must be housed either on each site or on one of the two locations (Ogden and Detroit) during the warranty period. Spare parts to be housed must include at a minimum: 1 spare motor, 2 spare roller and 5 spare belts. Location of the spare parts must be identified in your response. After warranty period current maintenance vendor the IBM IP 4000 Printers will pick up and be responsible for the maintenance of the units. At which time, the urge units may need to be tested for performance. Once built the units must meeting the following minimum specifications: 1) Must be able to fit in an area between an IBM IP 4000 mod-3/4 laser printer and an MTT web cleaner unit. Ogden, UT area dimensions are not more than 18 inches deep by 24 inches wide. Detroit, MI area dimensions are not more than 14 inches deep by 24 inches wide; 2) Units must be placed into placed in a semi-permanent position and secured as not to move; 3) Units must be able to mount both horizontally and vertically in the space between the printer and the web cleaner stanchion and 4) A/C power may be in place, but if not, you must be able to provide power to your units. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors Commercial Items; 52.212-2, Evaluation Commercial Items; 52.212-2 Paragraph (a) insert: The Government intends to issue a firm fixed price purchase order to the offeror whose quotation conforming to the specifications will be the most price advantageous to the Government. All responsible sources may submit a proposal or quotation which will be considered by the IRS. All offers must include: 52.212-3, Offeror Representations and Certifications-Commercial; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items; 52.217-08, Option to Extend Services. These FAR Provisions and Clauses may be accessed via the World Wide Web at http://www.arnet.gov/far/. Telephone requests for copies of FAR Provisions and/or Clauses will not be accepted. A signed copy of the Representations and Certifications shall be included with offeror?s quote. Quotations shall be submitted via email to Kimberley.Tucker@irs.gov. Quotations are due by 10:00 AM ET on Wednesday, September 27, 2006. Questions pertaining to this solicitation shall be submitted via email no later than 2:00 PM ET on Monday, September 25, 2006.
