Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Protection Partnerships (CPPD) in Washington, DC intends to issue a modification for follow-on work to EP06H000017, with Energy & Environmental Economics, Inc. (E3), of San Francisco, CA, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this acquisition is to continue assessing opportunities for addressing regulatory and informational barriers, and undertaking program activities to overcome the identified barriers. The main objective of this work is to receive technical support in conducting research, financial and technical analysis, and outreach on effective business cases for cost-effective utility investment in energy efficiency as a strategy to lower natural gas prices, increase system reliability, and mitigate the environmental impacts of energy. The additional work will involve the following two tasks: 1) Continuation of monthly status calls with EPA personnel to provide updates on research and analysis, and 2) Implementation of business case reports for utility incentive policies and utility planning strategies to increase cost-effective energy efficiency. A key component of the work under this Purchase Order has been the development of the Energy Efficiency Benefits Calculator. As E3 has been instrumental in the conception and design of the calculator, as well as creating the calculator and providing analysis, it is believed that E3 is the only entity able to provide the required follow-on services. This additional work is integrally related to work under this purchase order and cannot be separated from ongoing work. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Not withstanding, any firm, which believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the response date of this announcement will be considered. Responses to posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
