Description
NAICS Code: 334220 The U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air (ORIA) in Washington, DC intends to issue a firm, fixed-price, sole source purchase order to Motorola, Inc. of Columbia, MD under the authority of Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures. The purpose of this acquisition is to provide all the labor, parts and software necessary for the upgrade of 32 Motorola Model XTS 5000 Model III hand-held portable radios provided to the Radiation and Indoor Environments (R&IE) National Laboratory in Las Vegas, NV and the National Air and Radiation Environmental Laboratory in Montgomery, AL. The estimated value of this procurement is below the simplified acquisition threshold as defined in FAR Subpart 2.101. The North American Industry Classification System (NAICS) Code for this procurement is 334220. It has been determined that Motorola, Inc. is uniquely qualified to satisfy the Government's requirement given product compatibility issues, and the fact that Motorola, Inc. can only upgrade and retrofit the current inventory of Motorola-brand equipment with the ASTRO Digital CAI/IMBE, conventional front panel programming, conventional radio cloning, and encryption standards updgrades. As such, NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. However, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a written capabilities statement, which, if received by the response date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
