- NASA/MSFC has a requirement for the purchase of automated 3D porosity analysis software. NASA/MSFC intends to award this to Smart Imaging Technologies on a sole source basis. This procurement is for software which determines the distribution and fraction of porosity in images from computed tomography systems. This software supports an on-orbit Reinforced Carbon/Carbon (RCC) wing leading edge repair. Computed tomography images are taken of the repairs before and after testing to examine their porosity. The porosity is related to the function and integrity of the repair. The software will be utilized by Computed Tomography and Nonmetallic Materials discipline personnel for image analysis This includes the following items: Item 1 2 EA 2D Automated Computed Tomography Item 2 3 EA Computer System Item 3 3 EA 3D Automated Computed Tomography Analysis Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary.M.Brinkley@nasa.gov or fax to 256 544-4988 no later than 4:30 p.m. local time on September 29, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
