Description
NASA GRC has a requirement for an upgrade to a Green Hills Software Inc, License Agreement, a TiDavinci Node Locked License and Associated Tools (including Preconfigured Probes), and associated Annual Support and Training. This is a Sole Source combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) set forth in FAR Part 13. This announcement constitutes the only solicitation. NASA GRC intends to purchase the upgrade to a Green Hills Software Inc, License Agreement, a TiDavinci Node Locked License and Associated Tools (including Preconfigured Probes), and associated Annual Support and Training from Green Hills Software Inc. (GHSI) of Santa Barbara, CA. The statutory authority permitting this other than full and open competition is 10 U.S.C.(c) (1) "...Only One Responsible Source." The upgrade to the GHSI License Agreement may only be provided by GHSI as the originators of the original license. The TiDavinci Node Locked License and Associated Tools (including Preconfigured Probes) may only be purchased from GHSI as NASA GRC currently has a Space Act Agreement (SAA) with Harris Corporation (to perform development on a Harris breadboard) and GHSI is the only company able to supply the same tool set on the TiDavinci unit as Harris uses in the SAA effort. The Annual Support and Training can only be provided by GHSI as the licenses and products are proprietary to GHSI. The provisions and clauses in this announcement are those in effect through FAC 05-09. The NAICS Code is 541519. The Offeror shall state in their offer their size status for this procurement. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Due to urgency, Offers for the items(s) described above are due by 5:00 PM EDT Wednesday, September 27th, 2006 to Daniel.Rodriguez-1@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offeror shall so state and shall list the country of origin.
