- Sole Source, Dewetron Inc, Charlestown, RI, CA, Side-Hand DA-130 Series Ruggedized Notebook Computer System This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for: 1. Model No: DA-138, Dewetron Side-Hand DA-130 Series Battery-powered Indutrial MIL-STD notebook computer (6 Each) 2. Model No: SCSI-29160 PCI SCSI Controller. Adaptec ASC-29160 or compatible to include installation, integration, and test (6 Each) Dewetron Inc is the prime distributor of the newly introduced DA-130 Series Side-Hand Battery-Powered Industrial MIL-STD Notebook Computer. This item is required by the ELV Launch Services Program (LSP) to provide enhanced telemetry data recording / receiving functions to existing HEIM data recorders deploying at remote locations (e.g. enhanced data recording control and expedite data transfer functions) for all ELV launches. The DA-130 provides unique design features and performance capabilities necessary to meet the LSP mission. The LSP performance requirements are met with the following distinctive features: proprietary SideHAND, hot-swappable battery replacement (battery-powered with no interruption to processing for 2 to 3 hours), full-length full-sized PCI slots (vendor installed Adaptec SCSI-29160 PCI card), ruggedized all-metal chassis (MIL-STD 810F), bright LC with touchscreen (450 c/m2), powerful upgradeable motherboard (Intel Core Duo 2GHZ). This ruggadized notebook computer being procured will be used in conjunction with NASA?s current systems; specifically, it is compatible and allows integration into the existing HEIM data recorders. NASA KSC has performed extensive research into possible vendor sources for this type of notebook computer, and has determined that Dewetron Inc., Charleston, RI, is the only vendor that offers equipment which meets the mission needs. Dewetron is the only vendor that offers this one of a kind notebook computer with its proprietary hot swap, battery power system, full-length, full-size PCI Slot which fits a wide range of PCI cards for computing aerospace & engineering applications, replaceable motherboard (reduces replacement costs of other disposable designs), and a powerful processor to run high-end data analysis software. The LSP mission requires a notebook computer with this advance technology. Purchasing any other notebook computer would entail design and development costs to integrate with existing NASA systems, not meet mission needs, and would represent an unacceptable technical risk to KSC. The provisions and clauses in the RFQ are those in effect through FAC 2005-12 This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334119, 1000 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Cape Canaveral AF Station, FL is required within 4 weeks days ARO. Delivery shall be FOB Destination. Please indicate delivery date in your response. The DPAS rating for this procurement is DO-C9 Offers for the items(s) described above are due by September 26, 2006, 3:00 PM (EST) to NASA-KSC, Attn: Janice M. Nieves, OP-LS, KSC, FL 32899 and must include, solicitation number, FOB Destination to CCAFS, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.
