Description

The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a level of effort, time and materials order for the development of detailed flight control systems rigging procedures for the CH-46E helicopter, under Basic Ordering Agreement (BOA), N00019-05-G-0012. Existing procedures assume inherent skills and techniques that need to be defined to ensure proper rigging by the Fleet Marines. Included in this tasking is the rewrite of the associated technical manual to fully document the tools, procedures and checks required to effectively rig the aircraft flight controls. Improper, or poorly rigged aircraft, is an on-going safety concern within the Fleet. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance for this effort is 1 October 2006 through 30 September 2007. See numbered note 22.
