Description
The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Ms Zaiga E Tums 303 Flannery Lane Silver Spring, MD 20904 for a continuation of services. Ms Tums is the only known source capable of providing the required services because of her involvement in this project over the past years. Further, inherent duplication of cost to the Government would be time and cost prohibiting. The contractor shall: 1. The contractor shall provide expert services to the Office of Acquisition Management and Policy (OAMP), National Institutes of Health (NIH), the restructured NIH acquisition community, the NIH new business system (NBS), the overall state of acquisition, the issues and background indicated in various audit reports, and the issues of most important to acquisition at NIH. 2. The contractor shall assist with development and use of Solar charts for FY?05 using DCIS data. 3. The contractor shall assist with Data Conversion work in rolling out NBS. 4. The contractor shall assist the Contractor Performance System on funding, modification and any changes in approaching results from outside working groups. 5. The contractor shall assist the OAMP Audit with responses, and contribute as needed, to design and implement corrective actions, as applicable. 6. The contractor shall provide a Completion of a State of Acquisition report to OAMP. 7. The contractor shall have knowledge, of the state of acquisition in seeking and discussing enhancements to the acquisition practices at NIH. These practices shall include those found to be most efficient, to determine what best practices might be shared with the acquisition offices. 8. The contractor shall assist the Director of OAMP in special projects requiring quick responses. 9. The contractor shall assist with the data requests from NIH management. 10. The contractor shall be involved in various activities to include, but shall not be limited to the following: a. Committee and subcommittee work. b. Presentations at DHHS, NIH and Institute Centers (IC). c. Research analysis and document production for a variety of collaborative parties. d. Interaction with consultants and with other communities affecting the restructuring and business system. e. Taking a lead role in aligning the acquisition communities with the NBS development, training, data conversion and roll out. 11. The contractor shall submit to the Project Officer, OAMP on a monthly basis, vouchers itemized by the number of hours spent on each activity. 12. The contractor shall be able to work independently, and shall have knowledge and experience of work with NIH, and the activities and demands of the restructured acquisition community and its customers. The contractor shall also have knowledge and experience in working with the NBS. 13. The government will provide the necessary supplies and materials, work space, computer, and other items needed to perform duties. 14. The period of performance shall be from September 5, 2006 to April 30, 2007. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit proposal and/or capability statements in an Original Plus Two (2) no later than ten (10) business days from the date of this announcement, August 254, 2006, due in COB Sept. 05, 2006. Written responses shall include complete description of services to be provided, containing sufficient technical information to permit agency analysis to establish bona fide capability to meet the stated requirements as listed above.
