Description
The USPTO will utilize FAR part 13.5 Test Program for this requirement, which permits the use of the combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. The USPTO plans to award a commercial item contract using simplified acquisition procedures to the offeror that provides the best value to the government considering price, warranty, delivery schedule (delivery shall be no later than 45 days after award) and technical features (e.g. conformance with minimum specifications listed below, ease of use and safety features) and past performance (offerors shall provide name and telephone number of three references for proposed vehicle). Technical features, past performance, proposed delivery schedule and warranty are listed in descending order of importance and when combined are significantly more important than price. As proposals become more equal in non-price factors, the evaluated price increases in relative importance. This requirement is for a total of fifteen (15) self-propelled work assist vehicles (WAV) used in the USPTO warehouse facilities located in Springfield, Virginia. The WAV must meet the following minimum specifications in order to be considered: (1) Working height of at least 15 ft but not to exceed 18 ft (2) Width of no more than 2.75 ft (3) Front and rear strobe lights (4) Maintenance free battery (5) 200lb or more load tray capacity (stock picker platform) (6) 300lb or more operator compartment capacity This announcement constitutes the RFP and is the only solicitation that will be issued. This solicitation incorporates all of the applicable provisions of FAR clause 52.212-1. Offerors must include a completed copy of the provision at 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS ? COMMERCIAL ITEMS, with its offer. The solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular 2005-08. The successful offeror will be awarded a firm fixed price commercial item contract for the above requirement using simplified procedures. The commercial item contract will contain the terms and conditions of FAR clause 52.212-4 CONTRACT TERMS AND CONDITIONS ? COMERCIAL ITEMS. The following applicable terms and conditions of FAR clause 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS ? COMMERCIAL ITEMS will be included in the contract: 52.203-6, 52.222-3, 52.222-19, 52.222-21,52.222-26, 52.222-35, 52.222.36, 52.222.37, 52.225-1, 52.225-13, 52.225-16, 52.232-33, and 52.239-1. Any qualified vendor wishing to propose on the above requirement should submit a firm fixed price proposal (FOB Destination and inside delivery required) responsive to the requirements of this combined synopsis/solicitation for the contract line item number (CLIN) below: Item 1-Work Assist Vehicle Quantity 15 Delivery Address: 6808 Louisdale Rd Springfield, VA 22153. Only new products will be accepted, no used, reconditioned, after market or grey market products will be accepted.
