Description
THIS HAS BEEN AMENDED TO INCLUDE QUESTIONS AND ANSWERS. THE RESPONSE DATE FOR THE PROPOSALS HAS BEEN EXTENDED UNTIL 9/26/06 AT 3:00P.M. EASTERN STANDARD TIME. WE WILL NOT BE ACCEPTING ANYMORE QUESTIONS AT THIS POINT. For both washers: 1.) Insulation - A minimum of 2" thick rigid foam insulation, R value of 10 or higher at 75?F mean temperature, clad with a welded stainless steel protective covering. Yes, that is what we have now. 2.) Take-down construction, capable of being transported to the washroom via existing elevator. Yes 3.) All stainless steel pumps (head, shaft and impeller). Yes 4.) All stainless steel jets, piping, steam coils, etc. (All wetted surfaces.) yes 5.) All stainless steel body. Yes 6.) Microprocessor controller on each washer. Yes 7.) Please verify that the steam pressure within the washroom is at least 45 PSI. 45 - 60 PSI. 8.) What is the main voltage within the washroom? I believe 220amp. 9.) Is cooling required for wash and rinse effluent discharges? No 10.) Is it required that acid solutions be neutralized prior to draining into the building's drain system? Yes 11.) Per Addendum #1 and the site visit, we understand that removal of the existing equipment is required. a.) Will a burn permit be required while cutting up the existing washers? Yes b.) Is the bidder required to dispose of this material off-site, or would the bidder be taking this scrap to an NIH, On-Campus dumping site? Or will a dumpster be provided by NIH near the load/unload dock? Bidder will be responsible for everything. The above details impact the "removal of old equipment" costs. 12.) During the site visit, it was remarked that, after the old equipment has been removed, the existing pit and floor areas will be refinished. Yes, 1 week delay from removal of equipment before placing the new equipment. Please expound on this, with anticipated time between removal of old equipment and installation of new, as these details will have a cost impact. 13.) Please verify that existing insulation on piping (much of which is in good condition) may be re-used to the maximum extent possible. Yes, can be re-used if undamaged during removal. 14.) Please state compressed air service available. Yes 15.) May we assume that the warranty required is a standard one year defective parts and replacement labor warranty? Yes The following items impact each individual washer: A. CAGE AND RACK WASHER: 1.) Stainless steel door hinges and latch internal parts? Yes 2.) Pump pressure gauge? Yes 3.) Emergency stop button at each door? Yes 4.) Door interlocks, to prevent both dirty and clean doors from being opened at the same time? Yes 5.) Viewing window in each door? Yes 6.) All stainless steel steam and condensate piping? Yes 7.) What is a "standard bottle wash cart"? And is a "rotary spray" necessary, or may the bidder offer his standard bottle washing system? Spray should be on all sides for rack and tunnel washer. An odd size bottle basket was observed at the site. How many of these baskets are intended to be washed at one time on the bottle wash cart? Placed one at a time on the tunnel washer belt. Belt should be able to maintain the weight. 8.) Please verify that the following wash carts/racks are required. None is required. a.) Two (high capacity) cage wash racks, to be used with the vertical header system? b.) One bottle wash cart? c.) One cage wash rack (for mouse and rat cages)? d.) One universal wash cart (for mouse and rat cages AND debris pans)? 9.) Two inside safety stop cables-one on either side of the wash chamber? Yes, inside the rack washer. These cables shall be stainless steel, with red plastic coating for high visibility. B.) TUNNEL WASHER: 1.) Barrier wall trim flange for though-the-wall installation? Yes 2.) Low water cut-off for pump protection? Yes 3.) Temperature guarantee for all treatments? yes 4.) Variable speed (2-10 FPM) conveyor drive system? Yes, Ideal 3 minutes from start to finish. 5.) Auxiliary filter on the discharge side of the pump, for additional protection against clogged jets? Yes If yes, should this filter be provided for JUST THE WASH pump, or the RINSE PUMP AS WELL? For both units. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-06-1050 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH); National Institute of Child Health and Human Development (NICHD) to procure a Cage and Rack Washer (Interior Cabinet Size: 48? W x 88? H x 90? L) with the following options: Cabinet Option: Two door pass thru/trim around door fascia on both sides; Heating Option: Steam Heat exchanger 120F ? 180F; Data Option: Cycle data printer, w/take-up spool; Exhaust/Ventilation Option: POV collar with pneumatic vent damper for direct connection to HVAC; Spray system Option: Quicklock Manifold connection; Chemical/Detergent Option: Signal only to start pumps; Accessories and Loading Equipment: Standard Bottle washing cart with rotary spray, Universal Wash Cart; Cage Washing Rack; VHS vertical header with two cage racks. Tunnel Washer (Belt Width 36?) 36? Load/48? prewash/48? wash/60? rinse/48? off with the following options: Dryer Option: 96? dryer section, steam heater with convection air blower; Heating Option: Steam Heat exchanger 120F ? 180F; Exhaust/Ventilation Option: Vent collar with indirect connection to HVAC; De-scaling Option: Automatic de-scaling system, timed treatment in all compartments; Data Option: Cycle data printer, w/take-up spool; Handling Option: 36? off load roller table/ocsitiored after the 4ft off load belt. Sitework to re-weld washer sections and Freight. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions, applies to this acquisition.
