- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation RFQ #244-06-01655 is issued as a Request for Quotations. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This acquisition is a 100% small business set-aside. The NAICS codes are 339111 and 334519 with a size standard of 500 employees. The VA Pittsburgh Healthcare System (VAPHS), University Drive C, Pittsburgh, PA 15240 plans to award a firm fixed-price definite quantity purchase order for equipment, supplies and laboratory furniture to be used with a PET/CT. These items are required so that Nuclear Medicine studies can be performed with the PET/CT machine; for routine PET/CT scanning; and for compliance with JCAHO, CAP and NRC regulations. Delivery shall be made FOB Destination to the VA Pittsburgh Healthcare System within thirty (30) days of date of award. All items shall be brand name or equal. The following are product descriptions/specifications for CLINs. 0001-0010: CLIN. 0001. Lineator ? This device is used to accurately verify the linearity of a dose calibrator. It is a set of lead tubes with a larger tube for covering the full dynamic range of a dose calibrator from over 300 Millicuries to <5microcuries of Technetium. The tubes act as an attenuator for known values of Tc-99m. The device must use one source and be capable of simulating from 8-12 different source strengths and meet NRC and state regulatory requirements. CLIN. 0002. Digital Cutie Pie mR/h w/ion chamber. This is an ion chamber used to measure exposure and dose rates. It must detect alpha, beta, gamma, and x-ray emissions. It uses an air ion chamber coupled to a solid-state mosfet input electrometer with built in A-D converter. Readout must be in mR/hr or MR. Rate range must be 0.1 mR/hr ? 9.999 R/hr (ranges can be overlapping). Dose range must be 0.01 mR ? 99.9 R (ranges can be overlapping). Must meet NRC and state regulatory requirements. CLIN. 0003. Digital Air Monitor ranges 0.1 ? gamma radiation detector. This is a wall mounted device which continuously monitors gamma radiation in rooms where radionuclides are stored or dispensed and in radioactive waste management areas. It must have low and high alarm settings with adjustable audible tones. It must have a built-in, Halogen guenched gamma detector with sensitivity of 1000cpm/mR/hr (Cs-137 gamma), energy response (60keV ? 3 MeV) within +/- 25% of the true value. It must operate on 115VAC, it must have a response time of 3 seconds from 10 ? 90% of true value, have overload saturation alarm and have a visual, digital display in mR/hr. CLIN. 0004. Dose Calibrator ? measures high energy radionuclides. This is a device used to calibrate and determine the dose of radionuclides used in various radioisotope procedures. It must contain assigned nuclide keys as well as programmable unassigned keys. It must measure standard radionuclides as well as high energy radionuclides used in PET scanning. It must display in Ci or Bq and must have software to perform daily qc, background subtractions, accuracy and constancy testing, dose table calculations, geometry testing, radiochromatography and linearity testing. It must be capable of maintaining an inventory of radiopharmaceutical kits and unit doses. It must contain a communication software link (via an RS-232 interface port) for data storage in a computer and it must print to a printer capable of maintaining records for regulatory compliance. CLIN. 0005. RS-232 Port for CRC-15R, CRC-15W This is a dose-port used for a dose calibrator. It is a device used to communicate the results of a dose calibrator?s readings to a computer in a form capable of incorporation into programs such as Excel, Word, etc. This device, if purchased as a separate and individual piece of equipment from a dose calibrator, must have printing capabilities for formal printout of results in accordance with NRC and various state regulatory requirements. CLIN. 0006. Ludlum Model 14C survey meter w/end window. This is a meter which monitors alpha, beta, and gamma radiation. It must be self contained with five counting scales. It must have an end window probe which connects to four of the counting scales and an internal detector connected to the fifth scale which is to be X-1,000. It must be battery powered, have a built in speaker, front access calibration controls, reset to zero button, and have response selectable to 4sec or 22sec. It must be equipped with a 1.0uCi source of Cs-137 and the source must be housed in a check source holder attached to the instrument. CLIN. 0007. PET Cabinet unit dose .25? lead ? shielded unit dose cabinet. This is a cabinet designed for PET hot lab use. It must be capable of supporting 2,000 pounds of lead shielded equipment, have a built in dose calibrator stand, accommodate a lead brick cave, and have a recessed mounted sharps container shield. The top must be stainless steel, with a four inch backsplash and a .5 inch spill lip. It must have locking doors and sliding shelves and be completely shielded on all six sides by .25 inches of lead. It must be a free standing cabinet with dimensions of 36.5?W X24.75? depth X 36.5? H. CLIN. 0008. Wipe test counter with attached well. This is a device used to measure removable or other contamination on surfaces, packages, unit doses, etc. It must contain a minimum 6 channel pulse-height analyzer. It must consist of a sodium iodide drilled crystal well detector, be capable of wipe test performance in six seconds or less, and must calculate and display results in cpm, dpm, nCi, cps, dps, or kBq. It must accept and store individual trigger levels, have automatic background subtraction, and self-diagnostic programs. It must have a shielded detector for PET, and it must print out a record of all results performed on paper for regulatory requirements. It must print in red, any results which exceed trigger levels, and it must comply with NRC 10 CFR part 35.315 of 200 dpm requirements for unrestricted areas. CLIN. 0009. Cabinet, sink and waste 1 inch lead. This is a cabinet designed for PET hot lab use. It must consist of a stainless steel top with built-in sink and a shielded port for waste disposal. It must be lead shielded on all six sides by one inch of lead shielding. It must consist of a key-locked door, countertop is to be stainless steel with four inch backsplash and .5 inch spill lip. The sink section is to be integral with gooseneck faucet and wrist blade handles. The chute waste container section must include a polyethylene container (7 gallon minimum) and consist of a shielded chute cover. Unit size must be 30.5?W X 24?depthX36.5?H. CLIN. 0010. Cabinet waste and storage 1? lead. This is a PET lab waste/ storage unit designed with key-locked drawers and a waste section shielded on all six sides by one? thick lead. It must include a shielded waste chute cover which contains a 12 gallon capacity polyethylene waste container. The countertop must be stainless steel with a four inch backsplash and .5 inch spill lip. The dimensions are to be 36.5?W X 36.5?H X 24? depth. The Government plans to award a firm fixed-price purchase order to the responsible, responsive offeror whose quotation conforms to this solicitation and represents the lowest total cost for CLINS. 0001 ? 0030. Offerors must quote on all line items in order to be considered for award.
