Storage space will be made available to contractor. 2. Water and electricity are available free of charge. 3. A listing of employees must be provided prior to start of project. The listing is to be sent through Engr Spt Div Germersheim to HQs, Installation Support Activity Germersheim (ISAG). 4. POC: Mr. Thomas Sch?ttler, Chief Electrical Branch, ESD-Germersheim Phone # 07274-58673. 5. Established rate of work: Overall performance period 365 calendar days upon award of contract. G E N E R A L Project # G01-GE351-7S, cleaning, maintenance and repair of transformer substations and associated main low voltage power panels within Germersheim Army Depot (GAD). 1.1.0 SCOPE OF WORK The contractor will provide all personnel, equipment, tools, materials supervision and other items and services necessary to clean, maintain and repair electrical transformer stations and associated main and low voltage power panels within Germersheim Army Depot. 1.1.1 This contract covers cleaning, maintenance and repair including the preparation of measurement reports of transformer stations: 20,000 Volt, 25 KVA, up to 1 x 1000 KVA respectively. Some substations utilize vacuum power switches with motor drives and the associated subsidiary power panels. Equipment is to be inspected and maintained according to the latest VDE, DIN regulations as well as the TAB of the respective EVU's. 1.1.2 The stations included in this contract were constructed using equipment from various manufacturers to include Siemens, ABB Calor, EMAG, AEG, and others. 1.1.3 Contractor will clean, test, inspect and record results of the inspection for each station at a unit price. The checklist (attachment A) is to be used to record inspection, maintenance/repair results. Replacement of minor parts or materials associ ated with inspections or maintenance is included in the unit price offer. These items include such materials as connectors, oil, greases, cabling screws, nuts and bolts, etc. The cost for those minor parts/material included in the unit price is not expec ted to exceed EUR 230.00 per station. The contractor will provide a report of required repairs to the COR. This report shall include an estimate of hours of labor and materials required to complete the repair of transformer station(s). The COR will review this estimate, then decide whether or not to have the contractor complete the repairs. The contractor wil l not proceed with any repair work in excess of EUR 560.00 value without first gaining specific approval of the COR. 1.1.4 Following award of this contract, the COR and the contractor will meet and agree upon mutually satisfactory schedule of work. At a minimum, each transformer station within the ISA Germersheim is to be serviced once, annually. Emergency services inc luded in this scope of work may result in modification of the initial schedule of work. Modifications of the schedule must be approved by the COR. 1.1.5 Prior to commencing daily work the contractor will personally or telephonically (0727458-842) notify the POC, Mr. Sternberger, or his representative that he/she is beginning work at the particular station. 1.1.6 Contractors will not cause any interruption of electrical services within Germersheim Army Depot without the specific approval of the COR. Interruptions are possible for short periods of time provided they are coordinated at least 72 hours in adva nce and will not cause disruption of more than 6 continuous hours. It must be emphasized that disruptions of power are only possible after coordination with the COR 72 hours in advance of the d isruption. 1.1.7 Emergency work is included in the scope of this contract and will be coordinated as required by the COR. Contractor will work to resolve the emergency situation as quickly as possible and will not use the emergency call as an opportunity to accompli sh normal maintenance or cleaning. 1.2.0 PERSONNEL 1.2.1 Contract Manager. The contractor will provide a contract manager who will be responsible for the performance of work. The name of the manager and any alternate who will act for the contractor when the manager is absent will be furnished in writing to the contracting officer or the contracting officer representative (COR). 1.2.1.1. The contract manager or alternate will have authority act for the contractor on all contract matters relating to the daily operation of this contract. 1.2.1.2 The contract manager or alternate will be available during normal duty hours (provided work is scheduled for that day) within two hours to meet at the work shop with the contracting officer or COR to discuss problem areas. After normal duty hours, the repair crew will be on site within 90 minutes of notification and the manager or designated alternate be available within two hours. 1.2.1.3 The contract manager and any alternates will be able to read, write, speak and understand English. 1.2.2 Employees. RESERVED. 1.2.3 Security Requirements. All personnel employed by the contractor must be in possession of valid ID card in order to gain access to military installations within ISA Germersheim. Immediately upon contract award, the contractor will submit requests for all personnel employed in this project to the COR for the issuing installation passes. 1.3.0 QUALITY CONTROL. The contractor will establish and maintain a quality control plan to assure the requirements of the contract are provided as specified. A copy of this plan will be provided to the COR not later than the pre-performance conference. Updated plans will be provided to the COR as changes occur. The plan will include: 1.3.1 An example of inspection forms to be submitted following cleaning, inspection, and maintenance of each transformer station. These inspection forms are to be submitted throughout the contract to provide the COR with vital serviceability information to determine the extent and cost of repair work required, and to validate vouchers submitted by the contractor. 1.3.2 An inspection system covering all services listed in the contract. It must specify the area to be inspected on either a scheduled or unscheduled basis, how the inspection will be accomplished, and the title of the individual who will perform the in spection. 1.3.3 On-site records of all inspections conducted by the contractor and necessary corrective action taken. This document will be made available to the contracting officer or COR upon request and will be provided with the final contract voucher submittal . 1.4.0 QUALITY ASSURANCE. The Government will evaluate the contractors performance under this contract by conducting a surveillance observation of each transformer station at the completion of work. When the observation indicates defective performance th e COR will request the contractor's representative to meet to resolve the discrepancy. 1.5.0 PHYSICAL SECURITY. The contractor will safeguard all Government property, to include facilities made available to the contractor during performance of this contract. At the close of each work period, Government facilities, equipment, and materials will be secured. 1.5.1 Key Control. The contractor will ensure that all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor will assure that no keys issued by the Government are duplicated. 1.5.1.1 The contractor will report the occurrence of a lost or duplicated key to the contracting officer. 1.5.1.2 If keys other than master keys are lost or duplicated, the contracting officer may require the contractor to re-key or replace the affected lock/locks. In case that the contracting officer decides to replace the affected lock/locks the total cost to the Government will be deducted from payment due the contractor. If a master key is lost or duplicated, all locks and keys for that system will be replaced by the Government and the total cost deducted from payment due the contractor. 1.6.0 HOURS OF OPERATION 1.6.1 Saturday and Sunday (weekend rates): from 0800 1800. 1.6.2 Delays encountered when entering the installation or building are expected to be included in the basic price services and will not be paid. 1.6.3 Contractor will not enter Government facilities to conduct cleaning, inspection, maintenance or repair without first informing and obtaining approval from the COR that he/she is on site. CONTRACTOR MANPOWER REPORTING The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address https://contractormanpower.army.pentagon.mil https://contractor Reporting period will be the period of performance not to exceed 12 months ending September 30 of each Government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the web site. The XML direct transfer is a format for transferring files from a contractors systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific forma ts for the XML direct transfer may be downloaded from the web site.
