Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1064-695657 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 1,000 employees. This requirement is unrestricted and only interested offerors may submit a quote. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. C) Seller is providing these products via HP authorized channels for new equipment Federal sales. D) Full HP warranties will be provided and none of these products will have a negative impact on the warranties of associated system components. *DOS will NOT allow use of third party components in configurations. *IF it is determined third party components were used, and warranties are compromised, Vendor will assume cost to replace said item at no additional cost to the government. *The Vendor may not substitute any item listed on this order without prior written approval by the Contracting Officer. *No other individual is authorized, either verbally or in writing to change part numbers, manufacturers, quantities, delivery dates or any other specification of this award. *Items that do not conform to descriptions and part numbers found in Block 17 will be rejected at the time of delivery causing a return at the Vendors expense. *Items received must adhere to the configuration as submitted and approved by the PMA Lab. *Vendors must deliver to the configuration as tested and approved. *Items not in compliance will be returned to the Vendor at no additional cost to the Government and comments will be noted to Vendor Performance. *Random Quality Assurance will be conducted to ensure Vendor/Manufacturer conformance. RM/DCFO/GFMS requires an expansion to its existing development environment in SA15 in Roslyn, VA to accommodate the increased amount of development required to support the implementation of GFMS. The GFMS project requires the following: - 1 high speed laser jet printers (4 tray 500 sheet feeder) - 8 mid level ink jet printers - 15 21inch LCD monitors All of this equipment would be housed in SA15 and integrated with the existing SA15 network. SA15 must support Washington based development activities in a consolidated network. As a result, each layer of the network?s technical architecture has been designed with high availability and redundancy in mind. Identical HP printers and View Sonic monitors are fully configured to be utilized and to backup other similar equipment in the event of hardware failure. Likewise, each layer of the architecture must work seamlessly with itself. This means that a network equipment component layer must be not only compatible, but have the same performance, and operations characteristics so as not to introduce performance anomalies. Industry Data Both State and USAID have an extensive investment in HP printer technology. HP printers are used by State and USAID for the current production operations throughout SA15 and the Charleston Financial Center. The Impact of Not Requiring Brand Name The RM bureau also has an extensive installed base of HP printers and bulk orders toner cartridges for these as well as providing common maintenance technicians. To introduce additional supply inventories would defeat the savings achieved through these bulk orders. Recommendation HP printers and View Sonic monitors are available on a number of GSA schedules. Based on the current production installed base of HP printers and workstations and the critical need for the GFMS to stay consistent with their network configurations, RM recommends the acquisition (Brand Name Justification) of HP printers and View Sonic monitors for SA15 in Roslyn.
