Description
This is a combined synopsis/solicitation for 100% Small Business Set-Aside for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The reference number is FE2300-0066 and is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12, Effective 04 Aug 2006 and Class Deviation 2005-o0001. The North American Industry Classification System (NAICS) code for this acquisition is 333112, with an associated size standard of 500 employees. Contractors must be registered in the Central Contractor Registry (CCR) prior to award for solicitations issued after 31 May 98. CLIN 0001 TORO WORKMAN 3100 Air Cooled Gas 23HP Engine PN: 07361 QTY 2 ea CLIN 0002 PATRIOT AERIAL LIFT for Toro Workman Model AP20-3PMH/L QTY 2 ea The attachments will be posted on Federal Business Opportunities (FBO) at the web site: http://www.fbo.gov. This RFP can be downloaded and printed from the World Wide Web at the address above. After the solicitation has been posted, it is incumbent upon the interested parties to review the web site frequently for updates to the documents. BRAND NAME JUSTIFICATION (Attachment 1): 88ABW/CEG requires TORO Workman brand name based on compatibility with other equipment within the fleet. Maintenance personnel and parts are geared toward TORO equipment because of the large existing fleet on site. If other equipment is purchased, the Base would be required to purchase excess spares and training in order to maintain the new equipment. The Government will evaluate equally, as regards to time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. Of the available clauses, the following apply and are incorporated by full text: 5352.201-9101 OMBUDSMAN (10 AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.
