Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1064-695659 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1,000 employees. This requirement is unrestricted and only interested offerors may submit a quote. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. BRAND NAME JUSTIFICATION: RM/DCFO/GFMS requires an expansion to its existing development environment in Charleston, SC to accommodate the increased amount of development required to support the implementation of GFMS. All of this equipment and software would be housed in the SDM development network and integrated with the existing development labs in Charleston and SA15. RM/DCFO/GFMS/SDM must support Charleston and Washington based development activities in a consolidated network. As a result, each layer of the network?s technical architecture has been designed with high availability and redundancy in mind. Identical workstations, software, software development tools, printers, switches and monitors are fully configured to be utilized and to backup other similar equipment in the event of hardware failure. Likewise, each layer of the architecture must work seamlessly with itself. This means that a network equipment component layer must be not only compatible, but have the same performance, and operations characteristics so as not to introduce performance anomalies. Both State and USAID have an extensive investment in HP printer technology. HP printers are used by State and USAID for the current production operations throughout SA15 and the Charleston Financial Center. CISCO switches are deployed throughout the Department?s network. Charleston has standardized its multi-hundred workstations on the Think Centre model. Microsoft desktop software is the Departmental standard. TOAD is the tool currently in use by SDM developers when developing systems using the Oracle database. WISE installation software is used for all current post level deployment packages by SDM. Charleston data center racks currently have 8 port HP switches and need to be expanded to their compatible 16 port configuration. The Impact of Not Requiring Brand Name The RM bureau also has an extensive installed base of development software, workstations, switches and printers. Previous bulk orders for parts, cables, and toner cartridges for this equipment allow SDM to leverage there existing equipment inventory in an efficient manner. In addition, common maintenance can be performed by network technicians. To introduce additional supply inventories would defeat the savings achieved through these bulk orders. HP printers, CISCO switches, Microsoft and TOAD development software, Think Centre workstations and Samsung monitors are available on a number of GSA schedules. Based on the current production installed base of this equipment and software and the critical need for the GFMS to stay consistent with their network configurations, RM recommends the acquisition (Brand Name Justification) of this software and equipment for our development network.
