- Sealed bids from all business concerns will be accepted for the United States Virgin Islands Project VI Q NH-30(35), on St. Thomas Island, VI, Solicitation Number DTFH71-06-B-00046. The project consists of 0.6 miles of new four lane asphalt concrete roadway construction of Long Bay and Frenchman Bay Roads, and a 0.24 miles of new three lane asphalt concrete roadway of Centerline Road, and four lane extension pavement leading to West Indian Co. docks, including major drainage culvert construction (Schedule-A). Veterans Drive relocation (Schedule-B), Long Bay Road utility relocation (Schedule-C), and Long Bay Road landscaping (Schedule-D). The project is expected to fall within the price range of greater than $10,000,000. Bid documents should be issued on or about October 10, 2006 and due on or about November 21, 2006. Mail bids to Mr. Aloy W. Nielsen, Director of Highway Engineering, Public Works Department, U.S. Virgin Islands, 8244 Sub Base Charlotte Amalie, St. Thomas, VI 00802-5805. Copies of project CD-ROM and Plans are available at the above address. Annual Representations and Certifications FAR 52.204-8 (Jan 2006). The Representations and Certifications must be filled-in online at http://orca.bpn.gov/. The required Annual Form Vets-100 must also be filled-in online at http://vets100.cudenver.edu/ per FAR 52.222-37. All bid documents can be directly downloaded from this website. Documents will no longer be mailed. IMPORTANT SUBCONTRACTING PLANS REQUIREMENT For purposes of this Contract, the DBE subcontracting goal is 26 percent of the total contract amount, as determined by the Virgin Islands Department of Public Works with the concurrence of the Contracting Officer. When the contract goal DBE participation is zero percent (0%), the contractor must still submit a small business subcontracting plan with the solicitation identifying all DBE?s which the contractor intends to use on the project. This Contract will be awarded only to the low responsive and responsible bidder who meets this goal or who demonstrates good faith efforts to do so. Failure to make a good faith effort is defined as willful or intentional failure to perform in accordance with the requirements of this Contract, or willful or intentional action to frustrate the achievement of the Subcontracting Plan, if applicable. Guidance on what constitutes good faith efforts is described in the Virgin Islands Department of Public Works? (VIDPW) approved DBE Program. Copies of the program can be obtained from the VIDPW?s DBE Liaison Officer. For copies of the current DBE Directory contact the VIDPW?s DBE Liaison Officer.
