- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2005-12. This combined synopsis/solicitation and request for quotes is a Total Set-Aside for Small Business in accordance with FAR clause 52.219-6. The North American Industry Classification System (NAICS) code is 114210. The small business size standard is $4,000,000 (annual average gross revenue for the last 3 fiscal years not to exceed $4,000,000). This notice is being conducted as a commercial item procurement using the Acquisition of Commercial Items and Simplified Acquisition Procedures (FAR Parts 12 & 13). No paper copies of this solicitation will be provided. This public notice has one (1) line item. LINE ITEM 0001: Provide 1,323 live ring-necked pheasants, 662 male pheasants (cocks) and 661 female pheasants (hens). Cocks shall have a minimum weight of 3 pounds and hens shall have a minimum weight of 2.5 pounds. All pheasants must be healthy and arrive in good condition. All pheasants shall be delivered in accordance with the attached delivery schedule. FOB point is Destination (Wright-Patterson AFB OH 454330. Quoted prices should be delivered (FOB Destination) prices. FAR Provisions 52.212-1, Instructions to Offerors ? Commercial and 52.212-2, Evaluation - Commercial Items are hereby incorporated by reference. Award will be based upon best value to the government considering lowest price and technical acceptability. All offerors shall include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certification Commercial Items. An offeror shall complete only paragraph (j) of the provision if the offeror has completed the annual representations and certifications on-line at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of the provision. FAR Clause 52.212-4, Contract Terms and Conditions, Commercial Items is hereby incorporated by reference. Additional FAR clauses may be applicable to this acquisition. The following FAR and DFARS clauses are incorporated into this contract by reference to implement provisions of law or executive orders: 52.204-6 Data Universal Numbering System (DUNS); 52.232-33 Payment by Electronic Funds Transfer ? Central Contractor Registration; 252.225-7001 Buy American Act and Balance of Payments Program; 52.252-6 Authorized Deviations; 252.204-7004 Alt A, Required Central Contractor Registration, and 252.232-7003, Electronic Submission of Payment Requests. IMPORTANT NOTICE: Any award resulting from this combined synopsis/solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost, at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/.
