Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number 16CONS-05-C-H012 is hereby issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-27. This acquisition is 100 percent set-aside for Small Business and the associated North American Industry Classification System Code is 326140, with a small business size standard of 500 employees. Hurlburt Field intends to purchase the following items: 3 each Night Landing Zone Marking Package which consists of white ACR light (P/N 4494), ACR Light with red lens (P/N 4494), ACR Light with green lens (P/N 4494), ACR light with blue lens (P/N 4494), Antenna for remote unit (P/N A3-06-1565-1), Remote control (P/N 4493), ACR light IR cover (P/N 9000.2), ACR light red cover (P/N 9000.3), ACR light green cover (P/N 9000.5), Pelican Case (P/N 1660), IR strobe (TacAir Beacon IR-20); and 3 each Day/Night Marking Package which consists of white ACR light (P/N 4494), Antenna for remote unit (P/N A3-06-1565-1), remote control (P/N 4493), amber rotating beacon (code # 3550), VS-17 (P/N VS-17/GVX), Pelican Case (P/N 1610), and IR strobe (TacAIR Beacon IR-20). An or equal item must be accompanied by literature detailing product specifications. Additionally, all transportation/shipping costs are required to be included in the quote. GSA items shall be noted as well as the GSA contract number. Place of delivery shall be Hurlburt Field AFB Florida 32544. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors -Commercial Items (Jan 2005). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at (farsite.hill.af.mil). Submit signed and dated quotations on company letterhead or quotation form. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Technical capability and price are of equal importance. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items (Mar 2005), as part of their quote. A copy of the Offerors Representations and Certifications may be obtained from (farsite.hill.af.mil). The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Oct 2003), applies to this acquisition with the following addendum: DFARS 252.204-7004 Alternate A, Required Central Contractor Registration (Nov 2003). The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Jul 2005), applies to this acquisition and is incorporated by reference. The clause at FAR 52.232-36, Payment by Third Party (May 1999) applies to this acquisition and is incorporated by reference. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition -- Commercial Items (Jan 2005) applies to this acquisition and is incorporated by reference. A Firm-Fixed-Price Purchase Order will be issued in writing. Award will be made to the most responsive offeror proposing the items determined to be the most advantageous to the government in accordance with the evaluation factors listed above. FOB shall be Destination. Award can only be made to contractors registered in Central Contractor Registration (www.ccr.gov).
