Description

The Contract Specialist for this solicitation will be Barbara Giddens, 817-886-1065; or by e-mail at barbara.j.giddens@swf02.usace.army.mil. This project provides for a design-build construction project for the design and construction of a precast a rch culvert structure approximately 150 feet north of the United States border to Mexico in Smugglers Gulch Wash, San Diego County, California. The project will also include geotechnical investigation, finite element analysis of soil structure interactio n under static and seismic loading, dewatering, structural excavation and backfill, arch foundations, culvert invert slab, head walls, wing walls, maintenance access gate, aprons, cutoff walls, plunge pool energy dissipater, concrete weir with gate, concre te lined channels and basins, trash bollards, demolition and reconstruction of a U.S. International Boundary and Water Commission (IBWC) low flow diversion structure, demolition and installation of a sanitary sewer pipe and cleanout, vehicle access ramps, vehicle access ramp gate, drainage culverts, rip-rap erosion protection, temporary earthen diversion channel (lined) with energy dissipater and berms, compacted fill cap over precast arch culvert, compacted fill on both sides of the precast arch culvert an d storm water pollution prevention. The NAICS code is 237310, which corresponds to SIC 1611. The Small Business Size Standard is $31.0 Million. A firm fixed price Unrestricted contract is anticipated to be awarded using Best Value Criteria which may or may not result in accepting the lowest priced offer. The RFP solicitation (W9126G-06-R-0060) is anticipated to be issued on or about 3 October, 2006 and offers will be due on or about 2 November 2006 (unless otherwise stated in the solicitation).No public bid opening procedures are applicable to this solicitation. The construction project price range is $5,000,000 and $10,000. Proposals from Large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District FY06 Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 51.2%; Small Disadvantaged Business 8.8%; Women-Owned Small Business 7.3%; HUBZone Small Business 3.1%, and Service-Disa bled Veteran-Owned Small Business 1.5%. Subcontracting targets may be adjusted as a result of new goals for FY 2007. It is anticipated that technical evaluation factors when combined are significantly more important than cost or price. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well.
