Description

U.S. Army Space and Missile Defense Command (SMDC) intends to issue a contract to Research Systems Incorporated, DBA ITT Visual Information Systems, Boulder, CO through solicitation no. W91260-06-T-0020 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. Research Systems Incorporated, DBA ITT Visual Information Systems will be providing one (1) year ENVI+IDL and ENVI NITF Software Licenses, maintenance and technical Support for SMDC/ARSTRAT 1st Space Battalion Combat e Exploitation Team (CET), Peterson AFB Colorado. Quantity 4 each. The required software licenses, maintenance and technical support consists of: (1) ENVI+IDL software, Qty 4 each, and (2) ENVI - NITF Software Modules, Qty 4 each. Period of performance for these software licenses, maintenance and tech support will be 1 year from date of award of the contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The proposed contract action is fo r ENVI+IDL and ENVI NITF software licenses, maintenance and tehcnical support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Research Systems Incorporated, DBA ITT Visual Information Systems manufactured this software and is sole source provider of ENVI software licenses, maintenance and support. A justification for Other than Full and Open Competiti on has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at F AR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Req uired to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal. All interested parties must submit a capability statement that sufficiently describes their q ualifications, capabilities, and previous experience related to fulfilling similar requirements via email to: george.knowlton@smdc-cs.army.mil 4:30 PM MST on September 28, 2006 to be considered by the government.
