- The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) has an URGENT requirement for electronics engineers and engineering technicians to conduct exploitation analysis of recovered improvised explosive device (IED) firing systems and other electronic fuzing/firing systems. These operations are being conducted at the NAVEODTECHDIV and in forward deployed locations; currently Iraq and Afghanistan and other locations, as may be required. These are full-time, on-site positions at each location on a rotational basis with deployments ranging from two (2) months to one (1) year. The scope of this effort requires highly skilled individuals for performing reverse-engineering functions in exploiting IED design and circuitry. In general, electronics engineers and engineering technicians will perform laboratory-based electronic circuit analysis to determine device construction; identify components and develop circuit schematic drawings; provide operating frequencies; and provide other related information relative to specific, or families of devices. Training in the conduct of ordnance and IED-related exploitation, and other mission specific information, will be provided by NAVEODTECHDIV. Qualified personnel must meet strict knowledge, skill, and hands-on experience requirements in analysis of electronic circuitry. Eligible personnel must have a security clearance to at least the SECRET level. This announcement is a request for information as part of a market survey. It is not a request for proposal and does not constitute a commitment, implied or otherwise, to procure services. Interested firms are encouraged to respond to this RFI by providing information on their corporate capabilities for supplying immediate services to meet multiple personnel requirements as defined above. Please provide the following information in five (5) pages or less. REQUIRED INFORMATION: 1.0 Corporate Experience - Please identify past and current experience related to providing the type of services defined by this announcement. 2.0 Understanding the Requirements - Discuss the technical and experience-related personnel attributes necessary for performing these services. Provide a checklist of the minimum resume requirements necessary. 3.0 Personnel Availability - With regard to the immediacy of the requirements, discuss the firm?s current and future capability for providing these services (meeting turn-around requirements, risk, etc.). Provide a rough order of magnitude (ROM) quotation for individual labor categories or range of labor category costs on an annual basis. All logistics costs will be provided by the Government. RESPONSES must be received prior to 3:00 PM EDT, Oct 6, 2006. Due to the urgency of this survey, early responses will be appreciated. Each submission must be transmitted electronically to the POC email address below. All data received in response to this sources sought announcement that is marked or designated as corporate or proprietary information will be fully protected from release outside of the Government. The Government will not reimburse respondents for the cost of submitting information in response to this announcement.
