Description
NASA/MSFC has a requirement for a 20Hz-40GHz Electromagnetic Interference Test Receiver Consisting of a Computer-Based EMI Receiver and Spectrum Analyzer. NASA/MSFC intends to purchase the items from Rohde and Schwarz, Inc. on a sole source basis. The EMI Test Receiver is being purchased to extend the highest testable emissions frequency from the current capability of 26.5 GigaHertz (GHz) to 40 GHz in support of future NASA projects. The Rohde and Schwarz ESU40 is the only EMI test receiver which meets all the critical technical and physical requirements for performance and capabilities for electromagnetic compatibility (EMC) emissions testing. The Rohde and Schwartz ESU40 provides a time domain scan option to decrease the radiated emissions RE102 measurement time needed to troubleshoot hardware. It is the only 40GHz EMI test receiver with a built-in preamplifier that can be turned off under user control to measure high level emissions that would overload the preamplifier and cause inaccurate measurements. The ESU40 provides a pulse protected RF input that prevents possible damage from high level pulsed input signals while probing circuit board traces with an active Field Effect Transistor (FET) probe to diagnose radiated emissions problems. It has a built-in probe power supply connector for connection to an active FET probe that eliminates the need for a separate probe power supply for troubleshooting printed circuit board emissions. The ESU40 is the only test receiver that has a removable hard disk option for supporting future classified EMI testing. All of these unique capabilities are required in order to satisfy the Government?s needs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Judith.R.Drabkin@nasa.gov no later than 4:30 p.m. CST on October 05, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
