- Description
- The Naval Surface Warfare Center, Panama City is soliciting competitive proposals from qualified small business for an indefinite delivery/indefinite quantity contract for the manufacture and repair of fiberglass components in support of programs assigned as the responsibility of NSWC-PC including but not limited to the Swimmer Delivery Vehicle Naval Amphibious Vehicle (SDV-NAV), Dry Deck Shelter (DDS), Littoral Combat Ship (LCS), Landing Craft Air Cushion (LCAC), Airborne and Surface Mine Countermeasures (AMCM/SMCM) systems. This effort also covers NSWC-PC Code XPE shop over flow Research and Development (R&D) Project work. It will include the manufacture of new parts and components as well as repair of existing parts and components. Parts and components manufactured and repaired can vary from simple flat surfaces to cylindrical contoured, angular, concave, convex, spherical, and a combination of these to form complex geometric shapes. The types of fiber-glassing methods that will be required are Hand lay-up, Spray-up, Cast Polymer, and Moldless Composite Construction, and Filament Winding. Filament winding will include bottle winds, helical winds, non-linear winds, polar wi! nds, etc. The types of molds required may include Male, Female, Compression Molds, and mandrels for filament winding. The types of fiberglass reinforcement materials that the contractor will be required to use are, Fiberglass, Carbon, Kevlar, in various forms and weave types, such as woven fabrics, prepreg, chopped strand, veil mat, tow and towpeg for filament winding, and fillers. Associated resins such as epoxy, polyester, urethane, vinyl ester resins, etc, will be required. Paints to be applied may include polyurethane, epoxy, acrylic, gel-coat, and other possible coatings including appropriate primers for the paint required. There may be cases where the repaired structure requires hydrostatic testing. Contractor must have a qualified program qualified to ANSI/ISO/ASQ9001-2000, Quality Management System Requirements. Other Specifications that apply are ASQ Z1.4. Sampling Procedures and Tables for Inspection by Attributes. This support will be provided at the Con! tractor’s location and/or on-site at NSWC-PC, and may be required in a quick reaction mode (48-hour turn around time). Upon release, the Solicitation and any Amendments may be downloaded from the NSWC PC Internet at http://www.ncsc.navy.mil/Contracts/ZTables/soltab.htm . No Solicitations or Amendments will be mailed to offerors. Therefore, it's incumbent upon the potential offeror to be cognitive of the NSWC PC Internet for all releases. The period of performance will be for five years from the date of the award. The requirement is 100% set aside for small business.
