- Description
- The Naval Surface Warfare Center, Panama City (NSWC PC) intends to issue a contract to Carleton Technologies Inc., Tampa, Florida to refurbish, assemble, test, and deliver 282 upgraded MK 16 MOD 1 Underwater Breathing Apparatus making it the Explosive Ordnance Disposal (EOD) Next Generation Underwater Breathing Apparatus (NUBA). This procurement includes spare parts and soft goods kits to maintain the NUBA for a minimum of two years. Under this contract effort, Carleton Technologies will also provide testing support services to verify Environmental Conditions, Transportability, Electromagnetic Interference, and Influence Signature requirements. Carleton Technologies will also provide the necessary labor and resources required to establish and perform interim depot level (D-level) maintenance and repair support. Finally, Carleton Technologies will provide Operators and Maintenance training sufficient to provide the necessary information, skill development, and pr! actical application required by the student to set up, check out, operate and perform preventative maintenance on the NUBA. These NUBAs are being refurbished and reconfigured for delivery to the fleet. The Requirements Document for Next Generation Underwater Breathing Apparatus identifies the need for EOD forces to destroy and/or neutralize underwater mines. The Mk 16 Mod 1 is currently fulfilling this need, but is doing so with reduced reliability and long dive setup times. The MK 16 Mod 1 is an analog, electronically controlled, fully closed circuit, mixed gas, constant partial pressure breathing apparatus. The upgrade will modernize the electronics to a digital system, increasing reliability while reducing dive setup time and cost. This procurement is sole source for the following reasons. Carleton Technologies is the Original Equipment Manufacturer (OEM) of the MK 16 UBA. As the OEM, only Carleton Technologies can accurately perform all of the refurbishments a! nd upgrades to the MK 16 to successfully transition the system to NUBA . The Mk16 is a certified life support system. As such, only approved components can be used on the system. In summary, Carleton Technologies is the only responsible source due to their unique qualifications as sole manufacturer of the MK16 UBA. Use of another company to refurbish and reconfigure the currently fielded UBAs would result in extensive requalification and certification testing which is cost and time prohibitive.
